Park street rape case:
We’re happy that adverse comments from high places could not influence the police investigation as feared in the Park Street rape case and ultimately it could be successfully cracked. It’s the untiring efforts and doggedness of some dedicated police officers that yielded results. The rape victim’s courage and unfaltering adherence to her complaint that she was assaulted and raped even in the face of disbelief prevailing in some quarters convinced the investigating officers that some mischief was done to her.However, initially cops at police station didn’t take her statement seriously and on the contrary misbehaved with her, she alleged. Perhaps, matter could have ended there hadn’t the electronic media brought such a dastardly incident to light. So, thanks to media for playing a pivotal role that prodded the cops to swing into action.

The incident has laid bare our attitude to a rape victim. Many of us questioned her character as if women of questionable character deserve to be raped. That apart, it’s revealed how custodian of law behaves with a woman in distress, particularly in case of sexual assault. Now the question arises how safe are women in our society.

In fine, congrats to the victim whose courage and indomitable spirit would inspire other women to come forward and fight for justice if any sexual assault is made on them.

Prescribing Generic names

Central govt is reportedly going in for making it mandatory for
doctors to prescribe generic names of drugs instead of trade names.The
move is apparently a welcome one as it would curb the alleged practice
of the pharmaceutical companies to woo doctors by cash and kind to
promote sale of their drugs.That apart drug dealers will not have to
keep a host of drugs of same generic names but of different trade
names at their shops.Not only that, they'd require to make less
monetary investment to run their business and much less space would be
needed too.As different pharmaceutical companies sometimes supply a
drug of same formulation at mindbogglingly widely varying prices the
consumer would have now the choice to opt for one that costs less.So
for patients drugs will not be as costly as they are now.

There's also the flip side of the coin.In our country vigilance on
drug manufacturing is not at all satisfactory.So efficacy of the
same drug prepared by different companies is not always the same.The
reputed pharmaceutical companies generally maintain the required
quality of a drug perhaps for their sophisticated infrastructural
facilities and their product also normally cost high. On the other
hand, the lesser known companies who sell drugs at cheaper price
sometimes fail to maintain proper standard as they can't afford that
sophistication in drug manufacturing.Of course it's not always
true.Sometimes many cheaper formulations have the same efficacy as the
costlier ones.Again, there is menace of spurious drugs.All these
problems can be sorted out if there's proper vigil on drug
manufacturing companies to ensure that quality control is rigorously
followed.That apart, vigil should be also kept on the drug stores to
check sale of spurious drugs.Each drug store should compulsorily have
a qualified pharmacist.

Freedom of expression

The way the Booksellers and Publishers Guild cancelled publication of
Taslima Nasrin's book Nirbasan at Kolkata Boimela is shameful and
shocking too.Guild cowed down to the threat of a fundamentalist group
not to publish the book.Govt too yielded to the threat as instruction
to stop publication of Taslima's Nirbasan came from Lalbazar.Police
administration apprehended law and order problem in case the book was
published at Boimela.How can a section of people infringe upon the
freedom of expression of others?Can they dictate which people should
not read?Definitely not.Freedom of expression is our fundamental
right.Perhaps Guild at Kolkata Boimela and govt as well took cue
from Jaipur Literature Festival where Salman Rushdie's invitation to
the Fair was ultimately cancelled lest it could rue a section of
Muslim fundamentalists at election time.It's unfortunate that
sometimes vote bank determines our freedom of expression.

Discourteous and dangerous!

Sometimes landlords take recourse to cutting off supply of
electricity to the tenants to make them vacate their house.Publishers
and Booksellers Guild general secretary Tridib Chatterjee also.
embarked upon almost the same plan in case of Imran Khan to terminate
his program at Boi mela yesterday.What's more, he boldly or rather
brazenly made it public to all as if to let everybody know how
intelligently he handled a difficult situation.one wonders how he
conducts such a big event like Boimela with this level of
intelligence.His concept of decency and decorum is also
questionable.Before instructing to switch off the light didn't he once
think a high profile guest like Imran Khan would feel insulted and
humiliated at this bizarre way of cutting short his program?That apart
he exposed Imran to high security risk as any thing untoward could
happen in darkness.Guild secretary could easily request Imran not to
entertain any more question from press as another program is scheduled
at this venue and participants are waiting.

Unsavory treatment!

Everybody is equal in the eye of law.In that sense the arrest of
Dr.Mani Chettri in connexion with AMRI tragedy is justified.But law
has its human face too.Dr. Chettri is a nonagenarian with frail
health.His contribution to medical science is indisputable.He's
produced a good number of brilliant doctors who have made their mark
in the field of their specialization.He's devoted his life to the
physical well being of innumerable patients.That apart Dr. Chettri has
been whole heartedly cooperating with the investigating agency since
the AMRI fire incident took place.It's not conceivable why police has
felt it necessary after as many as 45 days to nab him and slap him
with a non bailable offence.Not only that, police even contested his
bail petition.Medical fraternity should vehemently protest against
such a unsavory treatment, may it be legally justified, being meted out to him on
humanitarian ground.

Double Standard

Manhandling Principals in college campus:
Campus violence in academic arena is nothing new.Students gherao
principal, teachers and the non teaching staff or the members of the
governing body of an academic institution to get their demands
fulfilled.Sometimes they become unruly and go on the rampage too.But
they hardly manhandle teachers. At present roughing up a teacher at
the slightest pretext has been a very common phenomenon.The sights of
a college or school principal being physically assaulted by the
students or outsiders in the campus are really pathetic and barbaric
too.No language is sufficient to condemn such incidents.What's most
unfortunate is the miscreants are not properly dealt with by the
administration.Police make out cases in such a way that the miscreants
are released on bail immediately after arrest.What's more, the main
culprits who're normally big guys are not even arrested at all for
their political influence.Not only that, the top administration
unabashedly and openly play down such occurrences and describe it as
just aberration.Isn't it as good as pampering the criminals?

So far as the police action is concerned, unashamed discrimination is
made most probably based on political complexion.In Raigunj College
incident police slapped the culprits who incidentally belong to TMC with bailable offence for assaulting principal while at Majdia
college, Nadia for the same offence police framed the miscreants
who're reportedly members of SFI with non- bailable offence and sent
to court for trial.

It's high time administration could act properly cutting across party
line to stop such ugly incidents,otherwise we'll see the re-run of
dark days in early seventies.

Lokpal Bill Fiasco!

Our much awaited Lokpal Bill has slipped into coma at the stroke of midnight and many win freedom from the uneasy thought that much talked-about antigraft Bill would disturb them in near future.More than forty years have taken for the passage of the Bill in Lok Sabha and it might take another forty years or more to be passed in Rajya Sabha.It's true unless prodded by Anna Hazare the bill would not have even been placed in LS for consideration.Anna might rather find solace in it instead of grudging the tragic fate of the BILL.. Initially Team Anna's antigraft campaign received unprecedented support from across the country and it indicated in no uncertain terms the popular contempt against corruptions.But people too got fed up with passage of time as the relation between Team Anna and UPA govt increasingly deteriorated and ultimately perhaps they lost much of their interest in Lokpal issue as was evident in thin attendance of people at Anna's Fast venue at Mumbai.Now politicians are as usual at blame game one political party passing the buck to anther for Lokpal BIll fiasco.What was, in fact, wanting in the entire issue was the sincerity of the politicians cutting across party lines to pass the Bill.It's extremely unfortunate, in deed.

AMRI Hospital Tragedy

The blood curdling scenes of people jumping to death from Stephen court building engulfed in devastating fire in a desperate bid to save their lives are still fresh in our memory.Then we thought administration and people as well would take lesson from this macabre story and try to ensure such an incident does never occur.But we were totally wrong and AMRI Hospital tragedy has proved it in no uncertain terms.Instances of death toll of such magnitude in hospital fire are quite rare even in other parts of the world.Here at AMRI patients were not burnt to death,they were suffocated to death in smoke that fire generated.More than ninety lives were lost.Patients who were critically ill or orthopedically handicapped fell easy prey to fire.Fire reportedly broke out at the basement where combustible and inflammable subtances were allegedly stored.Smoke bellowed up through the ducts of centrally air-conditioning system and filled the rooms of the patients. Glass pans of the building were so tightly sealed accumulated smoke could not go out.Nor was there any device to let out the gas in case of emergency.Fire or smoke alarm did not buzz either.

Other private or govt hospitals in the city are reportedly no better than AMRI so far as the safety and security are concerned.Most of them flout fire safety norms, let alone provide proper arrangement to evacuate the patients in case the situation so demands.Conditions of govt hospitals are even worse.In fact, these hospitals too deserve the cancellation of permission for being run in this abjectly indifferent way.One wonders how the men in administration have turned a blind eye to the blatant and criminal lapses perptrated by the hospital authorities for years together.So they too are no less guilty than the callous managerial staff of AMRI for this most painful human tragedy.

What's most unfotunate and certain too is the flurry of activities now being shown by the administration to ensure that such a tragedy is not ever repeated in future would gradually die down and things would be back to square one till another such incident occures that would awaken the adminstration to embark upon some knee jerk measures again.

Striking Exam Date!

Citu,one of the sponsors of Industrial strike on Feb 28, 2012 have locked horn with the Education ministry of the state over the date of strike.On this very date 11 lacs students would appear at the history paper of Madhyamic examinations.Education minister has declared that the date of examination would not be changed in view of the strike.He argues date was fixed one year back and obviously much before the date of Industrial strike was announced.So trade unions should have taken into consideration the concerned date while fixing the date of strike.Citu counter argues that as it is an All India strike whichever date is chosen it'd affect examinations in some state or other.Both sides appear to be right in their arguments but if they stick to their stand it is the students who would be worst sufferers.If the examination is held on the day of strike students would be in sheer trouble for transport problem.So it's wise for the Board of Secondary education not to make it a prestige issue and shift the date of exam at least in the interest of students and guardians.Delhi Board is reportedly considering to shift the dates of its exams scheduled to be held on the day of strike.In fact,it's nothing new to change the date of examinations in view of strikes or bandhs.

Off the hook!

Anti-hooking operation at Magrahat:
Govt has done nothing wrong in making an attempt to stop theft of electricity through hooking at Magrahat.People can't claim the right to hooking as they have not been given electrical connection by WBSEB as yet even after depositing necessary money.Theft is theft, it can't be legalised under any circumstances.The law abiding customers have to pay for this theft of electricty.It also results in huge revenue loss of the state.In fact, widespread hooking which is in many cases deliberately overlooked for some reason or other has made it, as if ,the fundamental right of the hookers..So any move to stop this malpractice would not go unopposed.Administration should tread cautiously and tactfully to tackle the issue.Perhaps at Magrahat authorities made no proper ground work before taking on the offenders or could not handle the situation properly because of lack of coordination.Whatever might be the cause two precious lives were lost.

Now blame game has started.CM has as usual smelled conspiracy in the matter.However, she's ashamed of such a sad incident.She's blamed police for firing and also for their lack of skill to disperse mob without killing any one.She regrets she's to employ trigger happy police of the Left regime.She's also pleaded she was posted on the incidence the following day, although the home secretary claimed he knew it on the day of occurrence.She has, however, ordered to stop anti-hooking operation obviously much to the delight of the hookers.Now she's making her best to get off the hook.The opposition is as usual trying their best to cash in on this situation as she did when in opposition.

Incidentally,thanks to present govt's power policy vis-a-vis power generation by installing new power plants and determination not to enhance power tariff to increase revenue to keep the present power plants running properly , there'd be no need to carry out Operation Hookers soon as electricty would be a rare entity.

Kisanji's Death

Any death is unfortunate.Similar is Kisanji's although he has been cause of deaths for many.He believed in ideology 'political power comes out of the barrel of the gun'.It precisely boils down to the concept that state power could be captured through violence only.How far this idea is relevant in a country like ours is a different story.But we've seen the poorest of the poor falling victims to such an ideology in Jangalmahal.Many innocent people have been mercilessly killed.People are terrorized at gun point to obey the diktat of his party.Incidentally, the Maoists were losing their support base among people of Jangalmahal primarily because of the promises galore of developments and job opportunities made by the new govt, however, knowing fully well that such promises are difficult to implement for lack of funds.Any way, people believed govt and helped the joint forces with tips about the whereabouts of Kisjenji.However, it's a surmise and might sound too naive..

Another theory envisages that Maoists in Jangalmahal have got disorganized because of internal dissension.Of late, surrender of Maoist leaders lend credence to such an assumption.What's more,the leaders who've surrendered to govt were in contact with police for a long time and might be a source of information for cops.

There's an old saying: one murder makes a villain and thousand a hero.So Kisanji's a hero to many.Association for Protection of Democratic Rights(APDR) has claimed Kisanji has not been killed in encounter.He has been instead first arrested and then murdered.Many people have,however, shared this view.They think circumstantial evidences apparently suggest such probability.So APDR have claimed proper enquiry in this case.Kisanji;s mother,a 86 yr.old cancer patient, has decided to file a suit claiming that her son was murdered in cold blood by police at Calcutta High court.

Now it's true Maoists' movement at Jangalmahal has received a jolt for Kisanj's death.On the other hand joint forces have received a shot in the arm for this hard earned success.

APDR's Contention

APDR's( Association for Protection of Democratic Rights) vehement protest against the present govt's refusal to permit the organisation to hold rally at Metro Channel on the ground that the venue has been preoccupied seems irrational.Nor our revered writer Mahasweta Devi's contention that the present govt is a fascist one does sound very rational.Perhaps in a fit of rage she uttered such a strong word to mean the authoritarian attitude of the present govt.What's more, CM should have also shown more restraint while reacting to such an allegation either.Situation has gone to such a pass probably because APDR consider the story of preoccupation of the venue is cooked to desist them from holding rally at Metro Channel to discuss issues like withdrawal of joint forces from Jangalmahal and unconditional release of prisoners that would embarrass govt as Mamata Banerjee herself made such demands when in opposition.Incidentally,govt offered two other alternate sites for APDR's rally.

However,if APDR's contention that govt has deliberately not allowed to hold meeting at Metro Channel is true, the trend is obviously ominous.In democracy every individual should be allowed to speak his or her mind even if it's not acceptable to govt.In the event it's not done one might have the premonition that an authoritarian rule is staring us in the face.

Didi's Performance

Didi's an inexhaustible storehouse of energy.Hers is a dynamic personality both in figurative as well as in literal senses.She's always on the move untiringly traversing length and breath of the state.She's always after bringing about change almost in every walk of life-cultural, social and administrative.Well being of the state seems to be be-all and end -all of her life.In fact she single handedly rules the state.Hers is the last word in every matter.In her govt no minister dares take a decision even in a petty matter without consulting her.Nor do they ever fail to mention her as ' Our leader Mamata Banerjee so desires' in any public utterance .Such an unwavering allegiance to the leader is uniquely rare in any party.So she stands accountable to the successes and failures of her govt.

In such a short span of time since she assumed office as Chief minister it's difficult to pronounce upon the performances of her govt.However,she claims success in many spheres in record time.Unfortunately it's difficult to agree with her on this count.As for instance, in hills though peace is now prevailing but the recent maneuvering of GJM to form GATA in collusion with some leaders of Adibasi Bikas Parisad even after passing of GTA Bill lends. support to speculation that GJM would relaunch their movement for a separate Gorkha land in near future.At present all political parties in hills boycott the upcoming civic polls alleging that democratic atmosphere is not prevailing in hills due to autocratic attitude of GJM.

Next, for situation in Jangalmahal the less said the better.Didi's strategy to bring peace in Jangalmahal by developmental activities is unlikely to yield results.Nor has proved the peace talk with the Maoists through interlocutors a wee bit fruitful..Maoists rather non-nonchalantly take to their killing spree as usual.Now have they more consolidated than ever before taking advantage of Didi's decision to put the activities of Joint forces partially on hold.In fact, Jangalmahal is fuming.

The return of Singur land to the unwilling farmers,Didi's pre-electoral promise, is now locked in litigation.No body knows when the legal battle will end and the unwilling farmers would get back their cherished land.

Didi could not make public the so called 'secret treaty' with Tatas made by LF govt for legal
hurdle.It was also Didi's pre-electoral assurance.

Truely speaking Didi's yet to provide us good governance.In fact, her govt is a prisoner of indecision rather.It takes decisions and later rescinds it itself.For example.for admission to schools it initially did away with lottery system as introduced by the earlier govt as 'it might inculcate a sense of gambling in young minds'.But it's now revised its earlier decision and come back to square one.To remove Dalatantra(political hegemony) from arena of education the the new ordinance from Education Ministry pruning the representation of students, non teaching staff etc from senates and syndicates of universities of the state has triggered debate in academic circle.

Didi likes to change the old order and brings in some thing new.This dynamism is really commendable.But before changing the old system some home work should be done.In fact,justice hurried is justice buried

Didi now more depends on administrative heads like BDOs,SDOs DMs rather than on the elected members of Panchayet for developmental activities in districts.Her move is likely to destablise our Panchayet system.So all political parties including her ally Congress vehemently oppose such activities.

Health services are now in total disarray.Admittedly, they were no better earlier.Crib deaths are recently so rampant parents fear to visit hospitals.But govt each time claims such deaths are nothing but normal.True,hospitals are not always to blame.They can't bear the brunt of patients.Human negligence is also a factor too.So total overhauling of health services are extremely necessary.Didi's encumbered with so many responsibilities that she can hardly do justice to them.So people truly demand a full time Health minister.Would Didi provide one?

Mamata Banerjee's stance on petrol price rise:

Now Didi is put on the spot over petrol price hike.In last twelve months petrol price has increased as many as eleven times, perhaps a record till date.Hike in petrol price boosts up prices of other essential commodities also which are incidentally already too high.As Trinommol Congress is one of the biggest allies of coalition govt at center,it should share the responsibility of fuel price rice.But Didi does not like to do so as it might affect her popularity and CMP would take this opportunity to score a point over her.So she's gone in for vociferously defending her position by vehemently protesting against such rise in petrol price. She's also pleaded that her party was kept in the dark in this matter.She's even threatened to pull out of UPA in protest but refrained from taking such a drastic action because it'd topple the govt.

In fact, last year UPA govt took the decision in its cabinet meeting to decontrol the prices of fuels and left it to market to determine them. Didi was then Railway minister. For some reason or other she skipped the meeting. She, however, didn't later on object to the decision taken by the union cabinet either.So Didi was legally a party to the decision to decontrol the price of petrol.Now how could she claim petrol price has been hiked without taking her in confidence and threaten to part with UPA govt on this count?Isn't it an attempt to take people for a ride?

Scanning Media

The Press Council Chairman's remark about the journalists sound too
harsh and too generalised.Almost all professions are manned by
mediocre people- the talents are always few and far between.All
professions have sincere and honest people and at the same time very
dishonest and insincere guys.So our fourth estate is no exception.
Journalism is in fact a very noble profession and it's a very
challenging and reponsible job too.

Unfortunately journalism has lost much of its sheen over the years.Now
it has become like any other profession.Both print and electronic
media, definitely not all, have ceased to behave responsibly and
honestly.Media should be objective in dessemination of news without
indulging in subjective assessment.In most cases views dominate
news.For print media there is leader page to analyse the story in
their own way.But still the correspondent pronounces his views while
catering the news.Some times the same story is telecast or printed in
different ways in different TV channels or news papers.It confuses the
readers or viewers rather than bring home to them what has exactly
happened.Often stories are tailored to suit the convenience of the
media house.

Sadly,media,particularly the regional ones,are now more or less politically
polarised- a section takes the onus of defending the ruling party,
sometimes brazenly and others indulge in crticising the govt at the
drop of a hat.They hardly take a neutral and dispassionate stance that
they're supposed to do.So press is more often than not accused of
partisan outlook.Press Council Chairman's view that electronic media
should be brought under the ambit of Press Council perhaps deserve
support from all corners.

Once paid news was unheard-of a phrase but now it's so common that
sensible media people are scared of it.Nevertheless there is no
dearth of honest, fearless and dedicated journalists who make no
compromise with truth and never fall short of calling spade a spade.
Hats off to them.

Yagna for Industrialisation!

Bengal has penchant for making Yagna.They make this ritual almost at the drop of a hat.The occasion may include Sourav's inclusion in Indian team or winning a para football match.So it's no wonder that Yagna will be made for state's development and industrialization.But what wonders one is such a Yagna is being made by industrialists themselves.The Yagna will continue for as many as nine days and it's attended by no lesser mortal than the Agricultural minister Arup Ray as govt representative..But why do the captains of industries need to seek the favour of God through perforemance of Yagna?Do they feel such Yogna would make the present govt more industry friendly to negotiate the present hurdles( for example govt's land policy) in the way of industrialization which they pointed out in the recent meet with CM.Do they think Yogna may help refurbish the tarnished image of the state following Singur automobile project fiasco?Govt and Tatas are now locked in legal battles over the project site and it rekindles the memory of Tatas leaving the state after near completion of their work for Nano factory.It might adversely affect the prospect of industrialization in the state.However,such Yognas do not in any way send a good message across the country.On the contrary it reveals the hapless plight of the new govt so far as the industrialization is concerned..

What's very interesting is on the very Ist day of Yanga Mamata Banerjee declared eight investment proposals totaling as much as 20,000 crores of rupees.Who says it can't be the instant effect of Yagna?

Ms.Kiran Bedi refunds Excess fare to her hosts:
Unless it was brought to light by Indian Express it could not be known that Kiran Bedi, one of the most active and eloquent members of Anna Team, charged her hosts more travel expenses than she actually paid on the occasion of attending functions organised by them.Ms. Bedi is entitled to concessional fare for her being a gallant award winner.What's more,she sometimes claimed business class fare though she traveled in economy class.She,however, initially justified drawing extra fare from her hosts claiming she paid the extra money to her NGO.But she drew flak from all corners and has now decided to refund the extra fare to her hosts.It's a pity she's fighting against corruptions but indulging in corruptions herself.Such incidents would not only tarnish her image but also do immense harm to anti-graft campaign being spear headed by Anna.Thousands of people cutting across castes, creeds and political complexions who extented unstinted and unprecedented support to Anna in his crusade against corruptions would feel betrayed.It may be noted there're evil foces lurking around to sabotage the anti corruption move to perpetuate corruptions.Such incidents would only help serve their purpose.

It's shocking the members of Anna team are getting involved in controversy.Team is fighting against corruption, so people expect their honesty and integrity should be beyond question.Recent allegation against Kiran Bedi, the most important and influential member of Anna team is really unfortunate.She's alleged to have drawn full fare from organisations who invite her to grace any function organised by them though she herself enjoys concession in fare for her gallantry award.Bedi however admits to this practice but justifies that she does no wrong as she donate the excess money thus drawn to her NGO.What's interesting organisers don't reportedly know that she draws more fare than what she actually pays.Taken for granted that she's personally honest but the way she raises funds for her NGO can't be justified though she might argue that end justifies the means.It might belittle her position in the estimation of public and generate misconception and misgivings.What's most worrying, Anna's war against corruptions might get a jolt for such activities.It must be noted evil forces are there to undo and upset what has so far been achieved in anti-graft campaign.

Didi's double speak is likely to throw spanner in the peace process that is scheduled to ensue if both the Maoist and the govt abjure arms and for that matter in the developmental activities those Didi has promised.When in opposition Didi posed not to believe there were the Maoists in Jangal mahal and insisted on withdrawal of the joint forces.She also promised to free people who were behind the bar for allegedly performing Maoist activities.In her opinion CPM masquerade as Maoists and make wanton killings in jangal mahal.So she did hardly denounce these killings as vociferously as she does now when her party activists are murdered by Maoists.Maoists in fact expected she'd keep her promises when she'd be in power.

It's not however true that Didi's done nothing for the Maoists when she's come to power. She's not that ungrateful.During LF regime Maoists were almost cornered because of sustained operation of the joint forces.Didi came to power and put on hold the joint force's operation for as many as 4 months perhaps to allow them to regroup ,strengthen and spread their tentacles over larger domain.Now Maosts make their presence felt even in Midnapore town too..That apart, in the name of opening dialogue with Maoists Didi is giving them further time to set their house properly in order.It's well known that good day will never come when the Maoists and Didi would start dialogue across the table.Didi has allowed the Maoists to buy time ignoring the report of the Central intelligence.

However,Didi's officially changed her stance and admit that Maoists are a veritable problem in Jangalmahal.Didi now call them Jangal Mafia and supari killers.She's given them seven days' time to abjure arms and sit across the negotiation table.The Maoist didn't dither to react promptly.They refused talk unless joint forces are withdrawn and and those who're in jail are unconditionally released.Such a tough stance taken by Didi overnight has hurt the supporters and sympathisers of the Maoists and put the self appointed interlocutors to start dialogue between the Maoists and the govt are put on the spot.Ensconced in power Didi has radically changed her attitude to the Maoists and it's shocked and surprised many.Isn't it, in fact , the fall out of Didi's doublespeak?

The sight of Supreme Court lawyer and a social activist Prasant bhusan being brutally roughed up by two youths in his SC chamber beamed on TV screen is utterly shocking and took many by surprise.It's unimaginable that such an ugly and barbaric act could happen in a civilized society.It's reportedly the fall out of Mr Bhusan's recent remark on Kashmir.He called for referendum to resolve Kashmir issue.It's absolutely his view and one may not agree with it.In a democracy every body can speak his mind and our democracy is well founded.It has braced many rough weathers and has emerged stronger in the process.Tolerance and to pay heed to other people's view is the basic tenet of our democracy.Some time back social activist and Pulitzer prize winner Arundhati Roy commented Kashmir was not the integral part of India.Her remark created ripple.Some people denounced it and some welcomed it too.Debate on her comment continued for long and has now subsided.Prasant Bhusan's comment too has triggered a debate that would die down in days to come.This question of referendum regarding Kashmir was often heard probably during Nehru's regime and Bhusan has revived it after so many years.

In fact, there's no room for intolerance in democracy.So the organisations those inculcate intolerance and violence in their members should be closely monitored and if necessary they should be banned. The youths who gave vent to their pent up rage on Bhusan for a remark that did offend them should be taught a hard lesson so that they'd not ever venture to repeat the same.

Assessing Private Engineering Colleges

Perhaps now we've more private engineering colleges than we require.The way these colleges have mushroomed almost overnight it's not expected they would impart quality education.Nor has the ministry of education ever assessed their standard.What the administration has done is routine inspection which provides no idea regarding the standard of students or the quality of education these institutes can afford.A standard engineering college must have duly qualified faculty,proper infrastructure that includes well equipped laboratories and libraries rich in reference and text books.Above all it needs good quality students whose performance in examinations and later in service life earn any institute a good name.

Govt tries to assuage the quality of private engineering colleges by comparing the marks a student gets in internal assessment done by the college and in the test conducted by the expert committee of WBUT.If the difference between these marks is quite high the concerned college must explain it.In fact it's no way to judge the quality of the college, rather it's means to assess its honesty and integrity.In fact almost all colleges award higher marks in internal assessment.However,by this process the marks obtained by the student in expert Committee's test might have reflection on the quality of this student and for that matter the quality of the college.

What's most worrying is save a few private colleges the rest get average students who've ranked low in JEE or even those who've not ranked at all but have passed XIISc exam with only 45% marks each in Physics, Chemistry and Mathematics.If qualifying marks for admission to an engineering college is kept such abjectly low how could one expect the standard of engineering education would be satisfactorily high in private engineering colleges?

The teaching and non teaching staff of most of the Pvt engineering colleges are not properly paid.Very few colleges have offered new pay scale to the staff.So good students hardly opt for teaching assignment in these engineering colleges. While assessing the standard of tech colleges the proposed committee should look into the grievances of the teaching and non teaching staff of pvt colleges..

Poll results and Performance!

It's the best of times for Didi and worst of times for the Left Front.By election results strongly corroborate the above view.It's no denying the fact that anti Left wind is blowing hard, if not harder.Hang-over of anti incumbency factor is prevailing strong.At Basirhat last time CPM won by a slender margin of some three thousand odd votes.This time TMC has increased the margin of win almost tenfold. Didi was sure of win in this seat as this time Cong-TMC alliance was strong enough to allay the fear of division of votes in favour of CPM, that occured on the last occasion due to lack of understanding between these two parties.Nevertheless Didi couldn't think margin will be this much. Nor could she imagine she'd win by such staggeringly high percentage of votes in her own constituency as vote polled was unexpectedly low.Rather she was perhaps trying to analyse why people became so much disinterested in exercising their franchise in short span of four months.Poll pundits too felt anxious if Didi could exceed the earlier margin of win by her party colleague at least in terms of percentage votes polled in her favour.Belying all speculation Didi has proved without a whisker of doubt that her popularity has not a wee bit waned.

The results of by elections amply prove people still repose faith in Didi and believe she'd deliver goods if given sufficient time.But are these results popular endorsement of what Didi has done in last four months?Answer is perhaps 'no'.But why?People believe Didi's a symbol of change,she can change what was wrong in LF regime.She can award good governance and establish rule of law that was lacking at least towards the end of LF rule.People expect she'd establish Ganatantra (democracy) in place of Dalatantra allegedly pampered by the earlier govt.Unfortunately none of the above expectations to mention only a few, have come true.The law and order situation has not at all improved as incidences of inter party clashes, thefts, dacoities, extortion, murders have not waned a little.Dalatantra rules the roost in most instances as in LF regime.The health services are not in shape either.The public hospitals are in disarray as usual though Didi initially tried to set them right by her surprise visits.Condition of roads are awfully bad in most places without any sign of improvement.In reality,people feel no perceptible change in last four months.

Didi ,however, boast the advent of peace in hills following treaty with GJM after long disturbance and unrest.Experts, however say peace has been rather purchased for the time being paving the way for greater movement for separate state of Gorkhaland in near future as in the treaty it's been incorporated that GJM do not part with their demand for separate Gorkha land.

When in opposition Didi did not admit of presence of Maoists in Jungalmahal and demanded withdrawal of joint forces.But after coming to power she's made a u-turn and admit Maoists are veritable problem in Jangalmahal.Of course, initially she put the joint forces partially on hold to start dialogue with the Maoists.It, however,helped the Maoists to regroup and gain momentum to strike the administration with renewed vengeance.In fact, they've spread their organisation over wider domain holding threat to urban areas in Bankura and Midnapore.

Didi's new land policy that requires procurement of 100% land by the industrialists themselves poses a deterent to industrialisation.In our state where land is fragmented it's diffult to procure land without govt particpating in the process.It would simply help the land sharks to make huge fortunes.

In fine, to keep electoral promise to return 400 acre of land to the unwilling farmers of Singur Didi went to the extent of making new land act specifically for Singur and fought legal battle with Tatas and won it too.But the entire story is the fall-out of a tragic episode that a automobile factory that could change the fate of Singur people could not see the light of the day even after near completion of project work for making this '400 acre of land', a prestige issue ,which is now reportedly estimated much less than what was claimed.

Ban on plastic bags!

Use of plastic bags(40 microns or less in thickness) are banned in our state but in most places the ban is honoured more in defiance than in compliance .Shop keepers blame the customers for this fiasco.Customers insist on providing them plastic bags to carry the goods they purchase.In case the sellers refuse to oblige them they too refuse to buy goods from them(sellers) and go to other shops where carry bags are available.So the law abiding shopkeepers contend they lose customers in the process.The use of plastic bags can't be stopped unless all sellers refuse to provide carry bag to buyers.However, this is possible only when administration strictly enforce this ban by surprise visit at shops and awarding punishment to the offenders.The customers too should be fined in the event the person is found to carry goods in plastic bags.However,the best result can be obtained if manufacture of such bags are prohibited.

The innocent looking plastic bags can create havoc.They clog our sewerage system and can create even flood.They prohibit aeration of irrigation land affecting its fertility,They Kill thousands of animals each year as the animals ingest them considering as food.They make the environment dirty.It may be noted these bags are not biodegradable and remain undecomposed for years together.

It's true by enforcing law alone such problem can't be sorted out.Public awareness needs to be grown too in this regard. to enlist their support and cooperation in favour of the ban.Long habit of not carrying bags while going to market might initially make the buyers feel ill at ease but after a few days they will be accustomed to carry non plastic bags for marketing.

24 Ghanta an Ad Channel or News Channel?

Dear Sir,
It's difficult to say if 24Ghanta is an ad channel or a news channel.Perhaps you telecast more ads than news or it's 50-50 in proportion.In fact, those who invest in ads hardly get their return as during long ad session the viewers switch over to other channels( at least I do it) where some programs are being telecast.What's more,quality of ads now a days have so deteriorated that they are not worth viewing.Ads are in most cases very silly and irritating.There're very few imaginative and innovative ads that could hold viewers on to the channel.Admittedly, sans ads it might be difficult for you to defray the expenses of running your channel and the falling standard of ads are not your fault either.But your seemingly the-more-the-merrier concept proves a trial of patience to the viewers.A day might come,I'm afraid,when the news items would be displayed in scrolls and ads in the rest of the screen all the time.

Didi's otherwise fearless and fire brand but she seems to be suffering from paranoia.Yesterday the Kolkata bound aircraft which she was on board from Bagdogra after her visit to North Bengal and Sikkim following the devastating earth quake that claimed many valuable lives touched Dumdum airport 30 minutes late.The plane hovered in the sky for some time in the inclement weather for some technical reason.Didi fumed and complained that it was deliberately done to harass her.Later Mukul Ray who accompanied her in her tour lodged formal complaint with the air port authority who'd examine the matter,though they were surprised and shocked at such a complaint from no lesser mortal than CM. They claimed delay was totally unintentional as the plane had to hover in the sky as situation so demanded. They further claimed they didn't even know she was on board the plane.

During LF rule Didi often complained that govt was hatching conspiracy to kill her.Once a truck accidentally slipped before Didi's Convoy and she complained that it was an attempt on her life.The poor driver from Punjab had to pay a heavy price for a minor mistake.He was apprehended and put behind bar for couple of days.

Modi's Luxurious Fast

They say occasional fast is good for health.However, this good piece of advice is applicable to well fed or over-fed people and not to those who're half fed or compelled to go on fast most of the days.Narendra Modi's time bound luxury fast in cool ambiance of air conditioned venue is, of course, intenteded to improve his political health.Bitten by ambition and not by conscience Modi goes on fast in media glare to clear his desk for making it to national politics to stake his candidature for Primeminstership in the Loksabha polls in 2014.Admittedly, Modi has burnished his image for his developmental activities in Gujarat but Godhra riot has equally tarnished his image.In national politics Muslim vote bank is an important factor to reckon with.So Modi has now taken pro-Muslim stance referring to the need for extending educational facilities to Muslim and embarking upon progressive activities without any discrimination.Modi's fast is a desperate bid to shrug off the communal stink he has earned and send message to the Muslim community that he's now a changed man altogether.It's difficult to predict how much political dividend he'd earn from his much hyped luxurious fast.

Fixing Sites For Poltical Rallies!

Rallies,road blockades, bandhs are necessary evils in democracy.They're evils because they cause much inconveniences to general public and necessary because they are used to protest against injustice done to people in general or to a section of people.These weapons have been used or some times over used and misused since long normally by political parties.These forms of protest have become ,so to say, their birth rights. Hence any attempt to forfeit this right is an excercise in vain.Nor is it prudent to ban these programs in popular interest itself.Now what we need to do is make an endeavour to minimise the inconveniences caused to general people for rallies in particular.However, bandhs should be abjured as far as possible and might be used as the last resort only.

Left Front govt under the leadership of Buddha Bhattacherjee took initiative to address this problem.He earmarked a few places to make rallies to avoid traffic snarl-up in the city.A all party meet was called to this effect but the political parties could not reach a consensus.Incidentally,TMC boycotted the meet.Since then much water has flown down the Ganges.Mamata Banerjee made fast for days together at Metro channel to protest against the forcible acquisition of land from the farmers at Singur.She also staged dharna at Singur throwing traffic movement at Durgapur Express way totally out of the gear for as many as 14 days at a stretch..Political atmosphere was then intensely turbulent.Rallies and bandhs were almost regular features.They were mostly called by the opposition.Ruling parties too did not much lag behind.However,to cap it all TMC earned the dubious distinction of going on the rampage at the assembly house and there broke the costly furniture, those have archaic values too,ruthlessly to pieces.

Days have changed.TMC is now in power and the Left rule has ended after long 34 years.History repeats itself.Mamata Banejee is going to do what Buddhadev Bhattacherjee once tried to in LF regime but failed as referred to above.She's proposed to fix a few sites for political rallies so that people get at least a partial respite from traffic jam that puts them in immense hardship.She likes to prohibit rally at metro channel as it's at the center of the city.That apart she's also suggested to hold rallies preferably on Saturdays and Sundays.The proposals are no doubt good but unfortunately all party meet recently held yielded no result.A silver lining is the opposition now don't skip the meeting convened by the ruling parties.Political parties will meet again on this issue and let us hope for the best

Shortcomings of Didi's Draft Land Bill

On draft Land Bill of West Bengal govt:
So far as compensation to land losers in her land bill is concerned Didi has taken cue from the central counterpart.Proposed offer is uniquely good.But where will money come from to fulfil the commitment as the govt is cash trapped?Similar argument might be tagged with the offer of providing employment to the land losers.That apart, compensation at flat rate irrespective of quantum of land as suggested in the clause may not appear rational to the land owners.

The clause that asks the private companies to buy 100% land from the owners directly even for public purposes and govt would in no way participate in the process will certainly create more problems than it solves.Incidentally,this clause is applicable to P-P-P projects also.It's not possible for the industrialists to approach the land owners individually particularly in a state like ours where land is fragmented in innumerable small plots after land reform.So land sharks will rule the roost as seen in vedic village scandal.That apart, some land owners themselves might ask for exorbitantly high price or might be unwilling to sell out his/her plot for some reason or other.It will disturb contiguity and the buyer would have no choice but to abandon purchase of the tract of land on which a small factory or a big industry that could generate employments was to come up.In short the present clause is not industry friendly.There's another aspect too.As govt has no control on private purchase, a buyer might lure a farmer to give away his multi crop land and it'll affect our food production badly.So this clause need to be reviewed and govt in some way or other should participate in such land deal.

Another clause that needs reconsideration is the purchase of land by the govt for public purposes like laying of railway tracks, construction of hospitals , roads etc.Here the consent of 100% owners is a must.In practice it's not possible.For a tract of land some owners might be unwilling to give away their plots..In that case, govt will have to backtrack.So the general rule should be if majority(say 80% as in central bill) of the land owners agree to part with their land, whole land can be acquired.

Mentor group vs.Executive Council:
It's a bad beginning for Presidency University.Little did Mamata Banerjee think when she initiated the move to create Mentor group for the better functioning of this university that it'd lock horn with the existing Executive Council(EC) on various issues instead of working in tandem.Both Mentor group and EC have eminent personalities as their members.EC is more powerful in the sense that it's executive power while the Mentor group is only an advisory body whose advice,however, is no binding on EC.In view of on- going conflict between the two bodies govt has decided to dissolve the present EC and form a new one inducting the present members of the Mentor group in it.What's interesting,Mentor group will also co-exist with EC with more or less the same members manning the two bodies.Now, what is the necessity of Mentor group if it's members common with those of EC?Even if the members of the mentor group are replaced by new members in future, is there any guarantee that both the bodies would work in unision without any difference of opinion as of now ?In fact,what's the harm if there's no Mentor group at all?Too many cooks just spoil the broth.

However, the saddest part of the story is the unceremonious dismissal of brilliant personalities in their respective fields, who consented to be members of EC on request from the earlier govt for their emotional attachment to this premier seat of learning.They'll definitely feel insulted and humiliated.

7/9 Delhi High Court Blast!

Delhi high court blast is the same story of administrative callousness.This time ,of course, security lapses are unpardonable and unbelievable too.It was only on May 25 this year Delhi high court experienced a blast at one of its entrances.It was a stroke of good luck that the blast was of low intensity.It was an abortive attempt on the part of the terrorists to engineer a high intensity blast.But nevertheless no security measures were adopted since then though it was planned to do so.Administrative bungling reportedly stood in the way of installation of even CC TVs at the court premises, a minimum requirement for security measure.That apart, metal detectors too were non functional.It's alleged there was a broad based intelligence report of possible terrorists' attack at Delhi and there was no specific information.Now the blame game would start as usual and enquiry would be initiated with a slim chance of tracking down the miscreants.Even if the culprits are apprehended, would we get back the lives of the victims?Imagine how many families would be ruined.Delhi people still complain even in the wake of such a tragedy administration is yet to react properly.A sense of insecurity has engulfed them.Red alert has been promulgated in other metro cities also.But in reality we notice no extra security measures worth the name in Kolkata.Perhaps,situation is no better at other metros also.So far as security is concerned we've resigned to our fate.Now we know we'll live so long as the terrorists will allow us to.Since the twin tower tragedy in America not a single incidence of terrorist activity has ever taken place.Admittedly,in a poor and largely populated country like ours, we can't afford high tech security measures like America but we can't even do what we're capable of doing.People here are so attuned to such tragedies like terrorists' attacks, they take them in their stride and forget these incidents in a few days, of course except those who've lost their near and dear ones or survived this tragedy and remain maimed for life.

Teesta Water Treaty

Mamata's refusal
Last minute refusal of Mamata Banerjee to accompany PM, Dr. Monmohan Singh to Bangladesh to sign Teesta water treaty, among other things. baffled many.Only the other day Mamata was quite enthusiastic about her visit to Bangladesh with PM but she revised her decision at the eleventh hour.Mamata has alleged final draft of the water treaty is radically different from the earlier one that was brought to her knowledge.In the earlier draft Bangladesh was to get 25% of Teesta water which she agreed to but in final draft it was changed to 50%,which would jeopardise the interest of our state. What's more,the change was brought in without taking her into confidence. But why did center make this major change in the final draft without informing Mamata? Did it take Mamata for granted as her party is an ally of UPA-II govt?Or was it a benevolent gesture from a big brother to a small neighbouring state?Left too claim they had reservation against Teesta water treaty.In that case, center should have proceeded more cautiously posting Mamata on any major modification incorporated in the final draft.If the treaty is prejudicial to the interest of our state people would hold Mamata responsible for it and she'd would be poltically on the back foot.Decision to abandon a long awaited and much sought-after treaty at the last moment would not send a good message to the international community.PMO is responsible for inept handling of the situation.Unfortunate, indeed.

Enquiry into Susanta Ghose's 'overstay' in hospital:
Govt's decision to form a three-man committee headed by the departmental head of Cardiology, R.G.Kar medical college, Kolkata to enqurire if Susanta Ghosh,former minister of Left Front govt now accused in Garbeta Skeleton case was retained in SSKM hospital by doctors for more days than required to examine his health when he complained of physical indisposition during interrogation in CID custody is unfortunate.Perhaps never before in our state, such a thing has ever happened.Govt suspects Mr. Ghosh was intentionally allowed to over stay in the hospital to avoid or delay CID interrogation.But it's not understood why doctors would unnecessarily detain Ghosh in the hospital in the name of medical examination.Do the govt think it's politically motivated and the team of doctors who examined Susanta belonged to a particular political party?In fact, such a decision would send a wrong signal to the medical fraternity.More over, it's unlikely that the doctors manning the enquiry committee would submit any adverse report against their colleagues

Free-for-all admission to pvt enggn colleges!!

It'd prove judicious if govt backtrack on its decision of admission of students who're poor rank holders in WBJEE and even those who've simply passed XIISc with minimum 45% each in Physics, Chemistry and Mathematics to elite institutions like Besu and J.U as well.Such a decision is unthinkable to the academic circle, let alone to the authorities of the two premier institutes of engineering education in our state.As expected, they've refused to compromise with merit and requested the govt to reconsider its decision.They're, however, unwilling to go in collision course with govt.

For private engineering colleges, however, the case is altogether different.Seats are lying vacant in many colleges and it inflicts financial loss on the owners of these colleges.So quite normally they'd try to fill up these seats by any means even by giving a go-by to merit.Govt has come to their rescue and lowered the norms of admission even to the XIIsc pass level.Money permitting even the most ordinary students who're not even fit for studying pass course in general stream would be admitted to these colleges.and might find it difficult to continue and ultimately drop out.Nevertheless those who'd be able to carry on are unlikely to finish with good results.Certainly, there are exceptions.WBJEE is a one day game where many good students fared badly.Similar is the case with XII exams or any examination in general.However,exceptions don't prove the rule.That apart. those who recruit engineers also consider the performance of the candidates in board examinations too.What's more to study engineering in private colleges is pretty costly now.Some take education loans.But after managing to have passed engineering exams some how if these ordinary students who are referred to here can't afford to have a job,will not they suffer from frustrations? Our private engineering colleges would also earn bad name.So govt should reconsider its decision of almost free-for-all admission rule for private engineering colleges in the interest of education and also for reputation of our state.

Thank you a lot for your sincerest active support to Anna's crusade against corruptions.No words are sufficient to praise your efforts to mobilise public opinion for this noble cause through your sustained campaign.Your social commitments and concern for social malaise should deserve praise from all those who like to see corruptions minimised in India.

The way you've boldly lashed out at corruptions of the politicians by name in your open letter to the Prime minister is unbelievable.You've not spared even the Prez of India.Really very few editors have the courage and conviction to do so.I once again thank you specially for this brave job.

I would fail in my duty if I skip, on behalf of all well meaning people, to extend thanks to Arnab Goswami of Times Now, a TV channel belonging to Times of India(if I'm not wrong) for successfully making people identifying with Anna's war against corruptions by his electrifying anchoring skill that was surcharged with rare combination of emotion and logic at the same time.

Anna drama-a historical moment!

Anna drama ends with a happy note punctuated with some tense moments.Anna's triumph is people's triumph.Govt's reaction to Anna's demand for a stronger and effective Lokpal Bill was initially very rigid.It stuck to its own version of the Bill.Anna threatened to go on indefinite fast.Govt had an experience of Anna's earlier fast and the unprecedented mass support it enlisted.But it couldn't dare to foil Anna's fast the way it put an end to Baba Ramdev's movement against black money by midnight swoop either.So it tried to beat Anna before Anna could beat it. Govt put Anna behind the bar even before he could start his fast.Little did it think that Anna could start fast even in jail.Yes, he did and refused to leave jail unless he was permitted to fast in Ramlila ground.Govt conceded to Anna's demand.Then parliament was in session and govt had to face the opposition .On the other hand people started pouring in Ramlila ground from across the country.As days rolled on support to Anna grew tremendously.Entire nation seemed to have rallied behind him.Govt was put on the spot.It'd to suffer twin pressures-one from Anna team another from the opposition. Bouts of negotiations continued among Anna team,govt and the opposition.Now the problem boiled down to incorporation of three points in the Bill namely inclusion of lower bureaucracy,formation of Lokayuta in the state and introduction of Citizen charter.Anna claimed if these three points in Anna's Lokpal Bill were not accepted by the parliament he would not break his fast. Talk continued .Some times it seemingly resulted in break-through and sometimes in break-down.Oscillation between hope and despair breath takingly continued.At last parliament accepted Anna's three sticking points on the 11th day of his fast.Anna broke his fast on the 12th day.He said only half the battle was won.Whole nation watched the drama with bated breath.

Lowering the standard of Enggn education:
State govt's insistence on premier institutes like Besu and JU to admit candidates who've got lower ranks in WBJEE is really deplorable and unthinkable too.These institutes are well known for their excellence in Engineering educations and are normally first choices for very high rank holders in WBJEE.For campus violence, of course,BESU has, of late, earned bad reputation.But in academic excellence it still stands out as one of the best institutes in the country.To admit poor ranking students in these institutes just to fill up some empty seats in mechanical and civil engineering is a copromise on their standard and it merits no justification on any count.It's a long standing process for an institution to attain a high standard and it's all the more difficult to sustain it.For an academy to maintain its reputation it essentially needs good students apart from a good faculty.Govt should desist from imposing this unjust decision on these institutes particularly when it's put its best foot forward to make Presidency University a world class one.Incidentally,mentors of Presidency university have called such a move of the education department is quite unjust.

For private engineering colleges too govt's decision to fill up the vacant seats, if needed, even by students who passed class XII Sc with mere 45% marks each in Physics,Chemistry and Mathematics is also utterly unfortunate and impractical .Such a move is probably made with a view to making good the financial loss incurred by the corporates who own these colleges for quite a large number of seats are still falling vacant even after the counseling is over.Except a few private Eng colleges in our state most private colleges are yet to reach the desired level in terms of faculties and infrastructure.Now if no holds barred system is allowed for admission to such colleges, what message does it send to the corporate world that recruits engineering graduates?.

I beg to differ from Times view (25 August) that bandhs be banned.Nor do I think bandh be called at the drop of a hat as once Didi herself did.Bandh is a democratic tool of protest that should be used as a last resort.Fortunately, there're now fewer bandhs in our state.No political party except TMC would support the move to make bandhs illegal.However,I fully share your view regarding road blockade, rallies etc. in the city.

What's very interesting is once Didi called bandhs on flimsy grounds and now when in power she's campaigning for banning bandhs.It's still remembered how her supporters blocked a busy and very important high way like Durgapur Express Way for days together(15days) totally throwing traffic movement out of the gear during her Singur stir.It's also fresh in people's memory how her MLAs went on the rampage at Assembly house and ruthlessly broke furniture and other properties of the house.However,it's heartening that at last good sense has dawned on her

Arundhati Roy has said nothing new.She's only echoed what the govt is saying.Does she think Lokpal Bill that govt has approved could be capable of combating corruptions?Since Independence we've seen umpteen instances of scams.But how many of scamsters have been punished?Perhaps not many or none.Immediately after India won freedom one of our national leaders assured us that black marketeers would be hanged at the lamp posts.But so far how many of such people have been awarded punishment by our law enforcing authorities?Definitely the number is too small to mention.In fact, the corrupt people have a free run in our society and common people watch it helplessly.Lokpal Bill that was conceived in 1969 languished in parliament for last 43 years.Corruptions have been way of our life and for those in high places they are mind boggling.Sad to say, many of our elected representatives who're in the corridor of power are abjectly corrupt.Raja and Kalmadi are just tip of the iceberg.When we, common people, resigned to fate that perhaps our country was destined to be one of the most corrupt countries of the world ,it's Anna Hazare who came like a god send and launched his movement against corruptions through his fast unto death.It gave a jolt to the govt and a knee jerk efforts were made to draft Lokpal Bill.Then where was social activist Arundhati Ray?It's easy to criticise Anna's movement and try to vilify his honest effort.Mind it's for nothing almost the entire nation has rallied behind him for a strong Lokpal Bill.These people are no fools as you think them to be.It's Govt Bill that is intended to pamper and perpetuate corruptions.Do you support this Bill simply because it has been approved of by our people;s representatives.Have you ever thought why people have lost faith in our elected representatives and reposed confidence in Anna whom you might criticise as extra constitutional center of power?Because our representatives have betrayed us and let us down.Unfortunately, nevertheless they enjoy the patronage of people like you in the name of supremacy of parliamentary democracy.Really sad!

Escape Route!

Lokpal Bill
Anna Hazare's fast falls on the 6th day today.Anna looks quite steady and cheerful. Effect of fast seems not to have yet touched Anna.Many others who're fasting with him have fallen ill and are suffering from dehydration.Anna is physically no superman but his extraordinary determination and power of will keeps him going.Nevertheless with days rolling on fast would take its toll and the septuagenarian might fall ill.Though initially the Gandhian leader was on indefinite fast but later he's declared he is on fast unto death.His fast would continue till his Jan Lokpal Bill is accepted by the govt.However, govt is yet to bend perhaps waiting for Anna to fall ill so that he could be removed to hospital.It is thought absence of Anna would dampen the spirit of the crowd who'll gradually thin out.But by all indications it's not going to happen and rather the opposite might happen with more people pouring in the capital to see Anna at hospital.Then it would be a trying time for Delhi administration to control the crowd which could turn violent.It's the electrifying presence of Anna that has restrained the crowd and no untoward incident has not so far taken place despite the presence of unprecedented mobilization of people.

What's unfortunate is the mood of the govt is one of confrontation and it's unwilling to open dialogue with Anna team though the latter has offered to sort out the matter through negotiation.Govt is rather unwilling to pay any special weightage to Anna as it argues Lokpal Bill as approved by the cabinet is now its property.It seeks people's opinion on the Bill by giving ad of the bill in print media and has decided to discuss the Bill only in the Standing Committee.What now govt tries to bring home to all is that there's no practically any difference between Anna and ordinary people of the country.They weigh equally the opinion of the civil society and that of common men.However, govt at heart knows it's consciously ignoring the ground realities and is at the receiving end in view of of the overwhelming support Anna is receiving from all sections of people.Now govt in fact tries to bail out of the present situation honourably and is groping for an escape route.Now the best option for the govt is to get the Lokpal Bill modified by the Standing Committee in the light of Anna's suggestions and passed in parliament.Hopefully, political parties wouldn't object to the provisions of the Bill in parliament considering the popular mood of the country.

After much fanfare West Bengal is renamed Paschimbanga.It's helped the state to ascend only a few steps in alphabetical ladder.Only for this marginal gain the hassles of changing the name of the state should not have taken.In fact, the name Paschimbanga is irrelevant as there's no Purbabanga now, only Banga could have been chosen.In that case in alphabetical order it could go much higher up.Even simple Bangla couldn't be a mean choice.It's no excuse that Bangla would be confused with our neighbouring state Bangladesh.Again,Bengal could be another option.If our country is called India and Bharat,why not our state be called Bangla and Bengal?I think Pachimbanga is rather an inferior choice to other names mentioned above, so a second thought may be given to the matter by the appropriate authority.

Anna's Fast

Govt has ultimately bent down.They've permitted Anna Hazare to go on fast for fifteen days at Ramlila Maidan ,Delhi. Anna would start indefinite fast today and not fast unto death as was his program on earlier occasion.It means he'd continue fast as long as his health would permit.This decision is communicated to press and public by Kiran Bedi, a member of Anna's team.

Interestingly,Anna is capable of continuing fast for nine consecutive days without any serious health problem, a social activist doctor closely associated with Anna claims.Incidentally,Anna is a patient of high blood pressure and takes anti hypertensive medicine regularly.That apart,he's a patient of peptic ulcer too.Still so enormous is his mental strength he'd manage to continue fast for days together putting govt on the spot.

However,a section of people in UPA govt think otherwise.They expect at this age Anna would not be able to continue fast for long as he'll fall ill and be hospitalized.When Anna will be in hospital, his supporters will thin out and as a result Anna's movement will lose momentum and might ultimately die down.

Perhaps those who indulge in harbouring above facile optimism are in fools' paradise.Popular discontent against corruptions is so intense and support to Anna is so spontaneous and overwhelming this anti-corruption stir will not tone down until parliament passes a strong Lokpal Bill to arrest corruptions.

What's most shocking is some people have started vilification campaign against Anna.They question Anna's honesty and integrity.Some even smell foreign hand behind the present movement.However, the Gandhian leader is made of sterner stuff.Nothing can stand in the way of his mission.

In view of the prevailing unrelenting popular mood against corruptions govt should shun its ego that whatever be the suggestions of Anna and the civil society regarding Lokpal Bill it's the parliament which would decide the final form of the Bill, no matter the legislation is not strong enough to take on corruptions effectively.The present unrest should not be allowed drift any more and it's high time govt could reach a compromise formula through dialogue with Anna and his team so that parliament can pass a strong Lokpal Bill as desired by millions of people of our country.

Have my heartiest greetings on the 65th Independence Day of our nation.Many of you've not seen the British Raj but fortunately or unfortunately I did.I can proudly claim I happened to be a witness to historic event of transfer of power from the British and emergence of an independent and sovereign nation India.On this auspicious day I can't help striking a discordant note like our Prime Minister that India has earned the dubious distinction of emerging as one of the most corrupt countries of the world in 65 years also.What's most worrying is our elected leaders fail or don't like to realize this home truth.So they're reluctant to weed out corruptions and instead endeavour to pamper them.It's people who can bring them to senses.Perhaps those days are not far off.We have to find solace in such optimism,may it be a wishful thinking.Thank you.

Proposed Agitation Against Lokpal Bill

It's shocking after passing a toothless and spineless Lokpal Bill that is to all appearances intend to perpetuate corruptions instead of eradicating them some of the high profile cabinet ministers vociferously demand any law passed by the parliament can't be objected to or adversely criticized by the civil society or any attempt to go in for agitation to modify the law in favour of their demand is an affront to parliament.Whatever is passed in parliament is not sacrosanct and so to contest it is no sacrilege either.The argument put forward by our elected leaders are not only silly but it's an attempt to take people for a ride. We have elected some people to parliament by electoral process who're entrusted with the power to pass legislations.It's expected they'd frame the appropriate law to suit the purpose and make no mistake deliberately or otherwise to serve some vested interest.So in case the law is found wanting in merit to tackle the situation people has every right to protest against such an impotent law as in case of Lokpal Bill.Delhi administration should in no way prevent Anna Hazare and civil society from launching agitation against Lokpal Bill.

Presidency University:Mentor group vs Council

Perhaps every institution has teething trouble when it starts functioning.So Presidency university might not be an exception.There has arisen a difference of opinion between the Presidency Council and the mentor group over opening of new courses at post graduate level though both members of the council and mentors are trying hard to make Presidency university as one of the best universities of the country by redeeming the lost glory.True, Presidency authorities have already taken decision to open PG courses in six new subjects like mathematics, statistics, history, political science, sociology and philosophy.But the decision can be reconsidered in view of the mentors' suggestion not to launch these courses because of lack of infrastructure.Though mentor group is only an advisory body and its suggestion is no binding on the council, it does not augur well for the new born university to respect the mentors more in defiance than in observance from the very beginning.Nor does it send a good message to people at large.It's expected the council and the mentor group would work in tandem.What 's worrying again Prof.Suranjan Das, vice- chancellor of Calcutta University who is member of the Presidency Council has contested the decision of the Council to open new courses at Post graduate level.It sadly reflects lack of coordination even among the members of the Executive Council.Any way, a spirit of confrontation between the members of the council and those of mentor group is extremely unfortunate and if it continues as such, the purpose of forming the mentor group to aid and advise the executive council for better functioning of the latter will be lost.So the problem should be sorted out as early as possible in the interest of the university.Other wise, it would only bear out the old saying:too many cooks spoil the broth.

Derailed Railways

Indian Railways are now in complete mess.It seems there's no administration worth the name to look after such massive network like Railways.Rail carries millions of people and is considered the main life line of our country.Rail is also the largest employer in public sector.What's very alarming is the safety and security of Railways are at the receiving end and so Rail is plagued with frequent accidents People now fear to board trains.Those who're on long journey by trains remain worried all the way and thank providence when they reach their destination safely. In fact, no body can assure a passenger that he/she would travel safe and reach the destination.What's very worrying again is more often that not faults in railway tracks are found to be root cause of accidents as they're not well maintained.In the recent derailment and head on collision between Guwahati-B'lore and Azimganj-Malda Passenger near Malda soil below the railway track was found to have subsided due to rains.It was not earlier detected for sheer lack of supervision.

Again, railway men sometimes badly lack their sense of responsibility.In the accident referred to above the guard of Guwahati express who remained unhurt after the accident didn't allegedly care to inform the station master of the nearest station with the help of his walkie talkie so that he(station master) could halt Azimganj Passenger there.Or he could show the in-coming Azimganj Passenger red signal from his lantern.In fact, he did none of the two.What a callousness!

Most of the Railway accidents now occur because of human errors.In post accident rescue operation and other related crisis management activities Rail's performance is far from satisfactory. Introduction of large number of new trains without upgrading infrastructure to bear the burnt has made the matter worse and also contribute to frequent accidents.

Rail has decreased man power sufficiently and so there're fewer people to check tracks and railway equipments regularly or properly.What's unfortunate, Rail has failed to press into service the much talked about anti-collision devices as yet reportedly due to lack of fund.It's difficult to think Rail stakes people's lives for financial constraints.

Passenger amenities have also touched almost rock bottom.Quality of food served from Railways pantry cars are normally poor and some times inedible.What's more,incidences of passengers being roughed up by employees of pantry car services of mail or express trains are now almost daily occurrences.New Railway minister is expected to take proper initiative to address the problems and put the Railways on right track.

An open letter to Mir regarding Mirakkel:
Dear Mir,
Though I admire your sense of humour and your consummate skill to anchor a program, I can’t stomach many of the humours dished out in your much hyped program Mirakkel .They’re more hammers than humours as their punch lines more often than not grievously punch the listeners-cum- viewers’ mind. If I’m not wrong your Mirakkel is primarily a family show.But many of the humours are so overtly bed-pan type that they cannot be viewed or listened to with children. Of course, you might well contest my sense of obscenity and it might trigger a never ending debate about what’s obscene and what’s not. You might call me puritan too. Anyway, I’m not going to delve into such a debate and simply speak my mind and for that matter my opinion as a viewer. In fact, what’s shocked me is many of your participants have penchant for presenting sex-oriented jokes, that too bordering on vulgarity. What’s more shocking you along with your judges greet the contestants with thunderous applause when such jokes are presented. However, nothing is unmixed good or bad in the world. Many of your contestants on the other hand really present brilliant and sometimes thought provoking jokes that can cheer up even the most depressed and melancholic personalities. Admittedly, it’s really difficult to prepare intelligent jokes but it doesn’t necessarily means the contestants would indulge in openly sex-related jokes and you would encourage them by deafening claps. Isn’t it unfortunate?

An impotent Lokpal Bill!

It has happened what we were afraid of.Govt has approved of long awaited Lokpal Bill.But the Bill is toothless,clawless an impotent one and it's purportedly conceived to perpetuate corruptions.Since 1969 the anti corruption bill(Lokpal) was revived in parliament as many as ten times in long 43 years but it couldn't see the light of the day. So after inordinately long wait our parliament would deliver us a weak crippled and maimed Lokpal baby(Bill).If people don't vehemently oppose the approved Bill in the present form that would soon be placed in Parliament and to all probabilities easily passed dashing all our hopes to have a very powerful and all-encompassing Lokpal Bill that would effectively take on corruptions in every sphere of life and ours would be the least corrupt country of the world would be dashed to the ground.

Govt officers in the A grade and above are placed in the purview of the Bill though corruptions are found to amply pervade the lower rungs too.So unless a comprehensive approach is made to eradicate corruptions among govt officials the Bill is unlikely to produce desired effect.CBI has been left out of Lokpal and it's an open secret people in high places in govt are apt to influence CBI.It's under duress CBI has recently charge sheeted two union ministers who're now behind the bar.It's looked upon as more an exception than a rule.PM and higher judiciary are not placed in the ambit of Lokpal Bill despite strong and repeated suggestion by the members of the Civil society and innumerable people of our country.Even MPs' accountability to Lokpal for their corrupt activities in parliament like cash for vote etc. has not been conceded to.What's more, govt is trying to gag the dissenting voice regarding the Bill.Anna Hazare who initiated movement against corruptions through his fast unto death that gave a jolt to the union govt which was virtually caught napping over Lokpal Bill has now been denied permission by the adminitration to observe indefinite fast at Delhi in protest against the toothless Lokpal Bill.In fact, most of the important and valued suggestions of Anna's civil society have been honoured more in nonchalant defiance than in acceptance by the govt.

Mamata's fulfilling electoral promises:
Even the worst detractor of Mamata Banerjee would admit she's a woman gifted with inexhaustible treasure of energy and rare ability to work hard and fast too.She is an extraordinary personality ingrained with remarkable quality of taking drive and initiative whenever necessary.With in two months of her assuming office as Chief minister she's tried hard to fulfill many of her electoral promises.

What's interesting is she's always in a hurry and this hurriedness more often than not makes a mess of things.Immediately after taking oath as CM she attempted to make the treaty that LF govt made with Tatas on Singur Nano factory public.But due to legal hurdle she'd to back track.

To fulfill her electoral promise to return land from Singur Nano factory site to the 'unwilling' farmers she hurriedly made an ordinance.But she'd to hark back as the ordinance was later found to be unconstitutional by legal experts.So she hurriedly again passed a special legislation for return of the promised land in Singur in the assembly amid walk-out of the opposition.Later this legislation was contested in court of law by Tata Motors and is still subjudice.

Next to solve the problem of GJM who was long agitating at hills for separate Gorkhaland she made a Tripartite treaty between state govt, central govt and GJM on Gorkhaland Territorial Administration which has conferred maximum possible autonomy to GJM along with a portion of Dooars and Terai to be added to their territory.GJM is happy with this treaty particularly for inclusion of name Gorkhaland which paves the way for future movement for statehood.Not only that, the treaty itself categorically mentions GJM is not parting with their demand for separate Gorkhaland.In fact GJM leadership is making no bones about their demand for separate statehood.It simply means division of Bengal can't be altogether ruled out in days to come.What's more, resentment is running high among the tribals and other ethnic groups in Dooars and Terai against the merging of their land with Gorkhaland territory.That apart,the treaty is a shot in the arm of the sponsors of movement for Greater Coochbehar, who have started indefinite fast at Delhi and Coochbehar in support of their demand.

To bring peace in Jungalmahal she visited the place and promised to begin developmental activities there shortly.She declared all tribals of Jungalmahal were entitled to BPL cards.However,Maoists have their persistent demand for withdrawal of joint forces and release of all prisoners.CM has called upon the Maoists to open dialogue with the govt,abjure violence and return to main stream of politics.So whether peace would return to Jungalmahal depends on how Maoists react to CM's overture of peace.However, political circles are not very optimistic in this regard.

What is important is Mamata Banerjee's claim yesterday during her speech at victory celebration and observing martyr's day at Brigade Parade Ground that she solved all the above noted problems with in record time of two months has not yet proved true and we need to wait and watch for some time more for the results.

When LF govt, routed in assembly polls ,left writers’, coffer was reportedly empty. State’s now over head and ears in debt. However, Central govt has assured state to pay assistance to partially wriggle out of the financial crisis and advised it to earn revenue to strengthen economic position. But state govt fight sigh of taking measures to augment state’s income by levying taxes in some form or other lest it could be unpopular to public. Nevertheless it continues to make promises galore of developmental activities almost everywhere without caring for money to implement these developmental programs. The state has promised almost 70,000 new jobs in different spheres. Who will pay their salaries while state feel constrained to pay salaries of those who are already in service? Then are most of these promises made simply hoax? If so, isn’t it very unfortunate?

Paving way for statehood!

It’s not wise to believe Bimal Gurung’s statement(July 19) that GJM has not budged from their demand for separate Gorkhaland state almost with in 24 hrs of signing the tripartite treaty on GTA was made under duress to satisfy the sentiment of the hill people. It’s more so because in the treaty itself it has been put on record the GJM is not parting with their demand for separate statehood. The treaty has, in fact, officially accorded the right to GJM for movement for separate Gorkhaland perhaps in near future. In reality Mamata Banerjee has been able to purchase peace in hills in record time after assuming office. What’s interesting is a section of press has been almost hysteric about this treaty calling it ‘historic’. However, the word ‘Historic’ has lost its gloss due to frequent use. Dear sir,
I'm more or less a regular viewer of your News Paper Headlines program.I'm constrained to say your news analyst Mr. Ganguli, of late, analyses news so superficially and perfunctorily that it's unlikely to satisfy any serious viewer of your program.One certainly expects in depth analysis of a story from journalist of his stature and not the run of the mill interpretation.For example, today his discussion on tripartite treaty signed on GTA has been very commonplace and betrayed his lack of home work.More over, it was one sided and tinted with bias.He down played the story of Pratidin which said whenever CM was speaking of various developmental activities to be embarked upon for the hills,the body language of people at Pintail clearly indicated their ecstatic mood but when CM told Bengal would never be partitioned again their body language transformed into mellowed one.However; Mr. Ganguly could read the mind of GJM leaders when they categorically said the treaty did not mean they parted with their demand for separate Gorkhaland.According to Mr.Ganguly, they had to make such a statement out of political compulsion and as if it was not wise to read too much in such a statement.Nor did he dwell on the sentiment of the people particularly of tribals at Dooars and Terai vis-a-vis this tripartite agreement.

For sometime it's marked whenever comes the question of Lokpal Bill Mr.Ganguly spews venom on Anna Hazare and the members of the civil society for their insistence on inclusion of PM and higher judiciary in the Bill and Anna's threat to go on indefinite fast again if their demand is not conceded to,though they are not elected members.But what have our elected members so far done, Mr.Ganguly?They have simply pampered corruption in high places, if not try to perpetuate it.Isn't it a matter of shame on the part of our elected members that since 1969 Lokpal Bill was revived in parliament as many as 10 times in 42 years but it couldn't find the light of the day as yet. In the mean time corruptions have increased manifold and India has emerged as one of the most corrupt countries of the world.We should be rather grateful to Anna Hazare for initiating movement against corruption through his fast unto death.The way people have extended unstinted support to him in war against corruptions is unique and unprecedented and it's given a jolt to members of the govt who according to Ganguli are people's elected representatives.Admittedly,what's most unfortunate is we've had to lose confidence in our elected representatives.Now we repose all faith in Anna Hazare and his civil society, may be it's extra constitutional power of center.That apart,corruptions are so deep rooted and burgeoning by leaps and bounds we need a very effective and strong Lokpal Bill to contain them.It's believed only Anna Hazare and his civil society can forge it.

Tripartite Treaty on GTA

Shakespeare said,"What's in a name'?But, in fact, sometimes there's much in a name.Yes,I'm referring to Gorkhaland Territorial Administration(GTA).GJM has long been agitating for a separate Gorkhaland state.New govt under the leadership of Mamata Banerjee has not offered GJM a separate state named Gorkhaland but territorial autonomy under the name GTA.A tripartite treaty would be signed today in this regard.Perhaps nobody except state govt, central govt and GJM who're party to the treaty knows about its contents.Even the leader of the opposition is reportedly kept in the dark about what has been incorporated in the agreement.Naturally, though invited, he's not agreed to be present at the time of signing the treaty.However, he's dead against the word 'Gorkhaland' in the name of autonomous council(GTA).He's afraid the very name would pave the way to division of Bengal once more in future.A part of Terai region and Dooars would be included in Gokhaland Territory, hunt for which would be made by a 9-member committee.However, a section of people in these regions have started agitation against inclusion of their regions in the territory of Gorkhaland.

But why have GJM so happy over the treaty, though their main demand for separate state has not been concede to?So far it's known GTA has been given much greater autonomy than before.That apart they've been promised by the Central govt to pay Rs200.0 crores each year for developmental activities.. What's more, they see the name Gorkhaland as a stepping stone which would help them carry forward their movement of separate state more easily and logically too.In fact,their leaders have minced no words and categorically declared that they've not parted with their demand for separate Gorkhaland.

Transport Strike & New Govt

Whenever fuel price,particularly that of diesel, registers an hike substantially private transport operators start clamouring for fare rise.Initially govt flatly refuses to raise fare and the operators threatens to go on strike in return.Ultimately they resort to strike- first one day and then indefinite strike.However, they need not go on indefinite cease work as the govt in the mean time agrees to raise fare after negotiation with them.This drama is normally enacted in our state each time when fare is hiked following fuel price rise.Perhaps this time too in the regime of new govt there will be no exception.But caught in the crossfire of govt and private transport operators it is the commuters who suffer most.They' rather feel it's better to pay a bit higher fare than to be harassed by transport operators.The way rise of essential commodities takes place people have been made accustomed to pay higher price everyday.So rise in transport fare doesn't matter them much.They've been pushed to the wall and so have resigned to fate.
What's shocking is transport operators here never care for amenities of passengers.That ramshackle buses ply with passengers getting haplessly drenched in side the crowded bus is no uncommon scenario in Kolkata streets.So are the taxis which often greet the passengers with foul smell emanating from inside the vehicle.That apart taxi drivers here are very choosy.More often than not they decide which direction they like to go rather than the passengers.Taxi drivers' refusal is a chronic problem in the city and no serious and sustained efforts have ever been embarked upon by the administration to tackle this problem.Sometimes knee jerk attempts have been made without any result.This uncivilized practice of the taxi driver would continue even if fare is hiked even substantially.

New Education Policy

New education minister Bratya Basu has suggested some changes in school education.He's introduced English at primary level from class I, which is undoubtedly a welcome step.In addition he's made a novel but an extremely necessary move that teaching spoken English would be made compulsory at primary level.Some times despite knowing English well students can't communicate in English properly.Now a days in service or in practical life communicative skill becomes extremely necessary.More often than not students fail to qualify in interview for jobs because of lack of communicative skill in English.Perhaps this far no body will contest the move.But the implementation part of the move is not that easy.Where are the competent teachers at primary level in most of the academic institutions who would teach spoken English with proper pronunciation and accent particularly at districts, if not at Kolkata too?So the teachers should be first properly trained at renowned institutes of spoken English.So it'll take time to implement the new idea.

Minister's other suggestions might draw flak from most of the educationists.It's proposed that pass-fail system till class-VIII will be abolished.Nor there would be any unit tests till class VIII too.Half-yearly and annual examinations would be made optional.These moves, in fact,would do more harm than good to the education system.A student might make it to class IX practically without taking any examination.Isn't it absurd?

Engineering lowering of standard!

To fill up the vacant seats in private engineering colleges quality of engineering education is largely compromised. All India Council for Technical Education that is supposed to improve the standard of engineering education in our country becomes instrumental in degrading it simply because corporate houses that have invested crores of rupees for establishing engineering colleges are financially suffering for dearth of students.So eligibility for admission to engineering colleges has been made drastically low.A student can get him/herself admitted to engineering faculty even without appearing at JEE exams.Mere 45% marks in physics ,Chemistry and Maths in H.S exam are sufficient for one to seek admission to an engineering College.What's most ludicrous is initially this percentage of marks was fixed at 50% but still it failed to serve the purpose and so the percentage was further lowered.No body knows required marks might not be again decreased if seats still remain vacant in engineering colleges.Now the question is will different companies recruit these low grade engineers?Engineering education in private colleges has now been very much expensive.After spending so much of money if these students fail to secure jobs, will not they be extremely frustrated?

Crib deaths-more a social than a medical problem!

Following the crib deaths in B.C.Ray hospital our new CM has declared to establish another pediatric hospital in Kolkata.It's certainly a welcome move.But what's is more important is to ensure that ailing children could get proper treatment at rural health centers so that they don't get so critically ill that they need be rushed to Kolkata hospitals.Hence proper attention should be given to improve the infrastructure of rural health centers.Admittedly, it's easier said than done.In the first place in our country compared to patients, number of doctors is abjectly inadequate.That apart,doctors are,definitely not all, averse to going to work in village hospitals so that these health centers always run short of doctors.Sometime ago to address this chronic problem of dearth of qualified doctors in villages proposals were made to have specially qualified health service providers(less qualified than MBBS) for rural health services.Perhaps for some reason or other move could not materialise.What's most important is due to abject poverty mothers don't get any prenatal care in most of the cases in our country and more often than not they give birth to premature babies as our CM herself observed at B.C.Ray hospital during her visit.These babies are extremely under weight and chance of their survival after birth is quite poor.So crib deaths are more a social than a medical problem.True, medical negligence or non availability of medical facility might aggravate this problem but unless pecuniary condition of people improve crib deaths are unlikely to reduce.

Land Battle at Singur!

They say 'Justice hurried, justice burried' as well as "justice delayed,justice denied'.So it's advisable to follow moderate pace in this regard.But Mamata Banerjee is in unusual hurry, as if the time is running out, to fulfill the electoral promises of returning land to the 'unwilling' farmers of Singur.Return of acquired land to the land losers is admittedly a complicated legal process.Perhaps there is no precedence in this regard in the history of land deal in our country for public purposes.(Calcutta high court recognised making of Tat'a's Nano factory at Singur as public purpose).If Mamata Banerjee is ultimately successful in returning land to the 'unwilling' land losers at Singur negotiating legal hurdles, she would be acclaimed a pioneer in this respect.However,for this she primarily requires patience and every move is made with utmost care and caution.But she brooks no delay as her wont. and wishes to see the process complete almost over night.In fact, the more impatient she would be, the more likely for her to commit legal mistakes.

Though she herself claims 30days' notice is required prior to distributing land to the land losers, then why did she decide to return land to 12 'unwilling' farmers today as publicised in a large section of press?Of course,she herself in public and her lawyers in Supreme court have denied it but people know what's true.Did her men think Tatas won't get stay order on land distribution process so easily from SC and by this time land would be returned to the land losers.?If so,it was a facile optimism. In fact, such a hurry coupled with apparent trickery does not behove a govt that has come to power with massive mandate.

Press and Government

Now is going the honey moon period for the press with the new govt in the state. So the electronic as well the print media are vying with each other to show how more effusively one can eulogies the activities of the govt than the other. However, in doing so they are rendering more harm than good to the new govt. No doubt Mamata Banerjee in short span of time has brought home to people that he means only business. But she’s in a hurry as if she has not been elected for 5yrs term. So she's unnecessarily entangled herself in controversial issues that could have been attended to later on. Immediately after assuming office she tried to make the contract between Tatas and the Left front govt on Nano factory at Singur public. Due to legal hurdle she’d to back track. Again, for return of land to the 'unwilling' farmers of Singur she made an ordinance and that too faced rough weather because it proved to be unconstitutional and was almost forthwith abadoned.Then she passed Singur Bill in assembly in voice vote amid walk out of the opposition. The Bill was turned into law after it was signed by guv.As a fall out of these legislation farmers in other parts of the state have as expected started demanding return of their land too. What’s most serious is that Tatas have challenged this Singur legislation; it was of course a foregone conclusion, in the court of law. It’s likely the matter would roll down to the Supreme Court for final verdict and till then good-bye to return of land to the unwilling farmers of Singur.
True, TaTas are not in the good book of the present govt. for reasons known to all. Our new CM still refers TaTas as Tatababu rather sarcastically. But TaTas can’t be ignored as they’re now the biggest industrial house in the country. That apart if Tatas are treated so ignobly other players in the industry would think twice before investing in our state. All ready own-your-own-land policy for industries has perhaps made many players to turn their eyes away from our state. In fact, future of much-needed heavy industries that help in employment generation in a big way have become more or less bleak in our state. Instead of clapping all the time press should go in for constructive criticism whenever necessary and advise the govt in meaningful way. A critical press is much more desirable than a docile one to the govt which genuinely want to work for people.

When it heavily rains in the city we never use pumps to remove water now.It might sound bizarre but our new plan helps people in a big way.See, it's difficult to wade through water- logged streets, may it be ankle-deep or knee-deep.So allow water to accumulate and press a number of boats in service.People'd merrily ply in boats.However,when it does not rain that heavily we pump in water to make water at a navigable level.Then Kolkata looks like Venice and our tourism industry has a field day.We'll go to London from Venice as Didi's desired.

First Vote Bank Then Industrialisation!

Politicians' eyes are always glued to vote bank.They're ready to ignore ground reality if their vote bank pays them dividend. Land acquisition issue has paid enormous return to Mamata Banerjee.In fact, her anti land-grab movement has attributed to her a farmer friendly image that has ensconced her in state power. So while drafting land acquisition bill of the state she's meticulously avoided govt's interference in land deal.For entrepreneurs willing to establish an industry in the the state her advice to them is own-your -own land.The message is straightforward and clear that govt has washed its hands of land procurement for them.She's not even stopped short of advising the industrialists that they should cut their coat according to their cloth if they fail to procure sufficient land for their industries,True,it spares govt from embarrassment of land grabbing and thus from displeasing the farmers who constitute the vote bank but it discourages many industrialists to own their own land as it's a tedious and some times an impossible process that might compel them call it a day and go away to other states where land procurement procedure is rather easier.It's very likely we won't have heavy industries in our state that require vast tract of land.Perhaps, we'll have to be content with small and medium industries,tourism industries etc that need much lesser quantum of land.To be precise,play to the gallery to have your vote bank in tact and then bother about state's industrialisation. .

Lokpal-Now or Never!

In last 42 yrs Lokpal Bill was revived almost as many as ten times in parliament but it could not be passed. It’s no wonder if it can't be passed this time too. But unlike on other occasions now public endeavor and enthusiasm have come to such a pass that if the bill fails to see the light of the day even this time, perhaps it'll never do it in future. It’s quite likely there would be difference of opinion between the civil society and the govt representatives but it can be sorted out through dialogues if the govt has a genuinely good intention to have a powerful bill that would truly combat corruptions in a very effective manner, otherwise a toothless and clawless bill has no meaning at all. Sometimes govt representatives suffer from ego that they're elected personalities while the members of the civil societies are not. They've spelt it out more often than not. But they should not forget the Civil society too have overwhelming popular support as was evident when Anna Hzare was continuing his fast unto death. Admittedly, Anna enjoys much more public confidence than his govt counterpart. So opinion of Anna and Civil society should get due weitage from the govt. It might sound harsh but it's true people have practically lost all confidence in the public representatives because of their inability to pass the Lokpal bill in last 42 yrs and pamper massive corruptions in high places. On the other hand, people have reposed all faith in Anna's honesty and integrity to fight against burgeoning corruptions. So if this time too Bill fails to get through people will never forgive the Govt. and a mass upsurge against corruptions will take place.

Suicidal Bengalis!

You've rightly said dream has come true(TOI,June 15).Yes,people of Singur has got proverbial 'nail cutter' for 'nose'.Sadly,Singur Bill will go down as a blot in the history of industrialisation of the state.What an irony of fate! Now Singur should have buzzed with industrial activities with a lot of people working in Tata's Nano factory and many more working in ancillaries.Many other people would have found jobs in different nooks and corners spouting around the automobile industry.But fate destined it otherwise.Some people draped in green abir in Singur are now found dancing before TV camera with the hope they would get back their land to till again.Didi is damn satisfied to be able to return the land of 'unwilling farmers' who played a significant role to catapult her to state power.She has no remorse whatsoever that an automobile factory which could feed a lot people and totally change the complexion of Singur.What's more media too prefer to remain silent on this count.What an ill-fated state we're living in.Aren't Bengalis really suffering from suicidal tendency as claimed by a legendary Bengali author? ,

Anna's tyranny

Since long way back in 1969 several attempts have been made to pass Lokpal bill to contain corruptions but each time attempt has miserably failed. By this time corruptions have increased manifold and India now stands out as one of the most corrupt nations of the world. It definitely makes our heads hang in shame. If Anna Hazare had not initiated movement against corruptions things would have kept going as usual. Overwhelming popular support Anna received indicates how people were earnestly looking for such a movement with pent-up rage. However, ominously attempts are constantly being made to dilute the movement or make it a flop by vested interest. Though Anna belongs to no particular political party, from some quarters Anna's intention is downgraded by motivatedly calling him RSS agent or BJP activist. In reality, it does not matter whether Anna belongs to any political party or not, what matters is his uncompromising and unrelenting fight against corruption that has shaken the govt and awakened it to the reality of passing the long awaited and long cherished all-encompassing Lokpal Bill that's powerful enough to combat massive corruption that has overtaken our nation particularly at the higher echelon of our society.Anna is sometimes called the extraconstitional center of power to belittle his position as a true crusader against corruption. But what have those at the constitutional center of power(MPs,Ministers etc) been doing against all pervasive corruptions since long? Unfortunately, they have been apparently pampering corruptions. What's most deplorable is Anna's doggedness to include Prime minister and higher judiciary in the purview of Lokpal bill is labelled as 'tyranny' by some congress men.In fact, such type of 'tyranny' is welcome for noble cause.Let Anna and the civil society continue with this 'tyrant' attitude till the Bill is passed in parliament in the most effective form to combat corruptions particularly in high places.

Return of Land!

Immediately after assuming office Mamata Banerjee declared to return 400 acres of land at TaTa's factory site at Singur to the unwilling farmers.It's her recognition of indebtedness to the farmers of Singur who helped her in a big way to grab state power.So intense is her desire to pay up the debt she hurriedly got an ordinance regarding return of land signed by guv.But to negotiate one legal hurdle,she was entangled in a new hurdle.According to legal expert the ordinance on land issue was unconstitutional and so it was abandoned much to her as well as guv's embarrassment.But she's the last person to yield to any hurdle, legal or other wise.In fact she's made of sterner stuff.So she's decided to pass Singur Bill in assembly tomorrow to ensure return of the proposed land.But only legal experts know its consequence.However,if the bill is passed without glitch, the operative part is sure to create problem.As the plots of land of unwilling farmers are sporadically distributed in factory site it'll be difficult to locate them and what's more is to return them to the real owner of the land.Any way, let us wait and watch how the puzzle is solved.

Presidency University:
It's a welcome development for Presidency University that Chief minister Mamata Banerjee has decided to appoint Nobel Laureate Dr.Amartya Sen as Mentor of the university and Prof.Sugato Bose as the Chairperson of the Committee to be formed for the betterment of the varsity. They'd select the other members of the committee.Govt would in no way interfere in the process of selection, Chief minister has claimed. The chairperson-to-be Prof.Sugato Bose is now Gardiner Professor Of Oceanic History and Affairs at Harvard University.Incidentally,Prof.Bose is the son of former Trinomool MP Krishna Bose.If in reality no political influence is exercised as promised and the committee formed be allowed to act freely and fairly, it won't be difficult for the committee to recruit teachers and staff as well strictly on merit. Then Presidency University would perhaps stand out as a Center of Excellence. Let us hope for the best.

Reclaiming Black Money!

There's a row over Baba Ramdev's proposed fast at Ramlila Maidan Delhi.His fast is aimed at recovering black money stashed abroad.Anna Hazare too made fast unto death for Lokpal Bill to eradicate corruptions in high places. Support he received from people across the country was so unbelievably massive and spontaneous ,perhaps triggered by manifestation of their time long pent-up rage against corruption,govt bent on its knees to concede to Anna's demand to draft a very stringent Lokpal bill.However,unfortunately members of the drafting commitee could not come to consensus and the fate of the bill is hanging in the balance.It must be pointed out since Independence several attempts have been made to pass Lokpal bill but it failed each time.Corruptions have increased manifold by this time too.Similarly union govts have promised to take measures against black money since long but practically nothing has been done to retrieve black money from swiss banks or from other safe havens abroad.Now when Baba Ramdev is going to mount pressure on the govt to recover black money through his proposed fast ministers are almost falling at his feet to dissuade him not to go on fast.Govt knows like Anna, Baba Ramdev too would receeive overwhelming and spontaneous popular support from all sections of people in the country that would shake the govt to the root.Congress men criticise. Ramdev or Anna has constituted ,in fact, extraconstitutional center of power as is evident from the attention particularly Ramdev is receiving from govt.Such critcism is, however, meaningless as it's the utter failure, both moral and administrative, of the govts to do their duties that have compelled Ramdev or Anna to come forward to mend the lapses done by the govts.

Barracking the Left

Dear Sir,
Ridicule and banter you've hurled at the former Chief Minister(TOI,June 1) in connection with yesterday's LF rally reek of bad taste and is sheer unbecoming of a news daily like yours.Role reversal is part and parcel of democracy and it's healthy too.It was partly because there was no strong opposition ,LF continued in power for so long.TMC and Congress combine constituted a viable opposition that dislodged the Left from power.There's nothing new in it as it so happens almost in every democratic system.But media had blown the incident out of proportions and adorned it with epithets like 'historic', unprecedented etc.In fact, you got hysteric about this swapping of power and made this hysteric syndromes percolate down to people at large.Some compare the fall of LF regime with fall of Bastille in French revolution. Some say Bengal is 'unshackled' after LF is routed in polls as if people were robbed of their fundamental rights in Left regime.Do you think Left have done nothing good in 34 yrs and it harked back to power with overwhelming majority for consecutively 7 times in 2006 as electorate were all pack of fools?Did you ever spare a word of praise for the Left?Perhaps you have not. On the contrary, attempts have been systematically made to inject a sense of hatred in people's psyche by repeatedly maligning the LF on some pretext or other.In this respect you perhaps excelled even Mamata Banerjee who used to spew venom on CPM as her arch rival.What's unfortunate is she's mellowed down after elections but you have not.But please don't forget 42% of electorate in the state still support the Left.

Such high is the level of corruptions in our country a very stringent and all-encompassing anti-corruption legilations are necessary to effectively take on this hydraheaded demon.Overwhelming popular response to Anna Hazare's clarion call to fight corruptions is an indication that whole nation is seething with pent-up rage against malpractices that have taken dreadful proportions.But unfortunately, Anna has to face stiff opposition while drafting Lokpal Bill from different corners, particularly from the central govt.An attempt is apparently being made to make the Bill weak and less effective to have its purpose defeated to a wider extent.Hazare along with his associates and representative of the govt have locked horns over many issues. A demand is being made by govt to exclude Prime Minister,the judiciary,officers below the level of joint secretary and MPs' parliamentary coducts like cash for questions or cash for votes etc. from the jurisdiction of Lokpal Bill.Merging of anti corruption bodies like CVC, CBI, Vigilance wings with Lokpal office is also being objected to.If these demands are conceded to and objections sustained by Lokpal Bill drafting committee, the Bill would be a toothless entity.However, if attempt to dilute the Bill continues and govt representatives stick to their demands, Anna might have no alternative other than going back to public again, perhaps with fast unto death.However, we do hope good sense would dawn on those pledging objections as mentioned above and cease to play spoil sports. They'd allow the draft Bill to be passed without hitch.

The picture of a man with folded hand standing in front of Chief minister Mamata Banerjee published yesterday(May 27) in a leading vernacular daily along with the conversation between the two almost verbatim has not perhaps escaped the notice of many.The standing man in the picture is no other than Dr Gharai,the director of Bangur Institute of Neurosciences and psychiatry, Kolkata who incurred the displeasure of Mamata Banerjee for his allegedly discourteous behavior and was suspended.But what's interesting from the dialogue brought to light by the above noted daily Dr.Gharai apparently made no discourteous remark to the minister.When asked to wait upon the minster at writers' on a certain date,perhaps as a truly responsible and dutiful doctor he pleaded his inability on the ground that on that day he'd a series of operations to perform from morning to evening.He reportedly requested the minster to come to his room as it was inconvenient to talk with her amidst host of people including reporters and many enthusiasts.At least from the version of the well-known daily it's difficult to justify the suspension of Dr.Gharai.It was perhaps desirable to offer Dr.Gharai an opportunity of self defence by issuing a show-cause notice to him.

However,Mamata Banerjee's sincere and determined endeavour to set things in order in every sphere receives whole hearted support from all sections of people across the state.People also know it's a Herculean task and can't be done overnight and she may have to sometimes take harsh measures to get things done.In fact, her asset is the unflinching faith and confidence reposed in her by people and her liability is the sky-high expectations of people, again.So she'll have to tread cautiously so that people are not disillusioned.

They say 'look before you leap' but Didi has no time to 'look'. She's the habit of being always in a hurry.Yes I'm referring to publishing the contract made between the previous state govt and Tata Motors regarding Nano factory at Singur.When in opposition TMC insisted on making public the entire contract in question.Tata motors objected to publishing a part of the contract which they considered 'secret' that couldn't be made public in the interest of their business.They approached Calcutta High Court in this regard and secured injunction in their favour.TMC however assured people in their election manifesto that if they could come to power, they would publish the contract regarding Tata's factory at Singur.So immediately after assuming office on May 20 Didi asked the industry Minister Partha chatterjee as early as on May 25 to publish the Contract following day.So people kept waiting with all eagerness on the stipulated day to know what is in the Contract that the earlier govt couldn't publish in the name of legal hurdle probably with some ulterior motive.However, at the end of the day the present industry minister pleaded inability to publish the Contract for some legal obstacle that need to be negotiated.The present govt should have earlier consulted legal experts and then assured public that the contract would be published.What common sense says till injunction is vacated, the Contract can't be published.If unilaterally govt publish it, this act might be deemed as contempt of Court.What's more, apart from any thing else, publication of the Contract would send a wrong signal to the prospective investors in the state.So again look before you leap.

Return of 400 acre of land!

It’s interesting to see how Mamata Banerjee returns 400 acres of land to the unwilling farmers of Singur. Immediately after assuming office as the Chief Minister she assured them they’d get back their land. In fact, this 400-acre -land issue stood in the way of installation of Nano factory at Singur and Tatas were compelled to shift the factory that was almost 90% complete to Gujarat. So it’s now a prestige issue to Didi to return the land in question to the concerned farmer as she’s come to power. The unwilling farmers did not accept the check at her instance braving enormous hardships. They in fact resigned to fate that they would never get back their land while others got price of the land along with the compensation package. So it’s no wonder that Didi placed this matter in her priority list on day one on humatarian ground and as well as to do justice to their faith and confidence reposed in her.
Now the question is how she’d return the concerned land to the farmers as land recquitioned for public purposes can’t be returned to the land owner according to existing law. Whatever the legal personalities say to the contrary, Didi is apparently confident that land can be returned to the farmers. Definitely she’s a plan in her mind. May it be done by modifying the existing law about land acquisition. However, it’s her concern; we need not bother about the legal aspect of the issue.
Now suppose legal hurdle is negotiated regarding return of acquired land, then how can the land be given back to the farmers as their lands are sporadically distributed in factory site instead of being in the single tract. That apart, nature of the land has changed, it’s no longer in cultivable state. The farmers in Singur have started saying their lands be reverted to cultivable state before handing them over to them. They also claim they should be paid interest on the price of the land for the period it was retained by Tatas. In fact, the entire situation is supposed to be in a mess and let us see how Didi solves the puzzle

Too fast to start with!

We’re already conversant with Didi’s style of functioning as a railway minister. She can work hard. She can work too fast and perhaps believes in the old saying ‘don’t put off till tomorrow what you can do today’. She can take decision fast also. Didi has the added advantage that her party is an important ally of UPA-2 govt and it has couple of state ministers in union ministry. That apart, cabinet ministry for railways might go to TMC.At present, however, after Didi’s resignation as railway minister, Mukul Ray has become minister of state for railways. It has, in fact, helped solve the problem of Joka-BBD Bag metro railways in a very short time. Other ministers, most of whom are first-timers, would take some time to learn their jobs and then rev up their speed of work to keep pace with Didi. Though it’s believed the improvement of work culture in high places would percolate down to the lower level, it’s difficult to say how much time it would take to reach the lower rung unless some hard measures are taken. Didi’s Ma-Mati-Manus ministry must try to address problems at grass root levels (Trinomool) even before making Kolkata London to improve the plight of the people lying below poverty levels. It should be ensured they don’t remain unfed. Didi’s stance to maintain good relation with the opposition is really praise worthy and speaks volumes for her practical senses. Ruling party and Opposition might differ in many respects but they must work in tandem when the question of developmental activities of the state comes in. Our state has suffered a lot on this count and we can’t afford it any further.

Future Of West Bengal

Long stay in power made people think as if the Left Front had earned the divine right to govern the state perpetually. So is much uproar and hullaballoo over the fall of the Left regime. Many can’t reconcile to the change of regime and they feel totally upset. But it’s quite natural and healthy too in a democratic set up that the ruling party periodically yields place to the opposition to govern the state. Left leaders too accustomed for long to sit in the treasury bench feels uneasy of sitting in opposition bench after 34 years. The roles of media, to be frank, in such circumstances leave much to be desired. Media have projected the fall of the Left front govt as a larger than life issue instead of depicting that such swapping of power is quite natural and should have occurred long ago in the interest of healthy democracy as long stay in power is apt to corrupt the administration and engender inefficiency and complacency. In other words law of diminishing return gets operative in efficacy of governance .That apart, what is worse is some media openly took sides with ruling party or the opposition. Even now many print media are hitting the vanquished candidates of the ruling party below the belt or ridiculing them in some way or other. It’s not at all a welcome gesture and might affect peace and amity which are veritable need of the hour.

It’s really commendable that post-poll Mamata is much more restrained and matured than her pre-poll self. Though Mamata’s ministry has not yet taken oath, she’s behaving like a truly responsible administrator. Immediately after poll results were announced she called upon her party activists to show restraint and not to indulge in violence. She even asked them not to take out victory rallies as they might invite troubles unnecessarily. However, despite her mandate post-poll violence is continuing taking toll of lives. Admittedly, pre-poll situation was so tense, it’s difficult to rule out post election violence altogether though loss of a single life in violence is always condemnable. What’s more is in her party she’s the supreme authority, so district leaders are not supposed to have much influence on the local cadres and they could not dissuade them from violence

Mamata would perhaps ease her relation with the members of the opposition. In pre-poll scenario we’ve seen what a bitter relation prevailed between the ruling party and hers. It was her standing instruction to her party colleagues even not to share dais with members of the ruling party, let alone exchange views with them.However, govt tried to break the ice many times but failed due to her stubbornness. In fact, in no other state in our country one finds such a sour relation between the govt and the opposition. Our state had to pay a heavy price for this uniquely bad relation.Develpmental works have been the worst casualty for such sustained non-cooperation. Mamata knows if CPM plays the same role of non-cooperation and resistance at every step, her govt would find it quite difficult to fulfill the sky-high expectations of people and do justice to the enormous hope and confidence the electorate have reposed in her in case she fails to deliver goods. So she’s supposed to iron out her difference with the opposition to have their cooperation in developmental activities of the state.However,it depends on the stance and strategy of the opposion.If they decide to pay her in her own coin and take the path of confrontation then state will continue to suffer again. Let us see what happens.

Sky-high Expectations from Didi's Govt!

Dream has at last come true.It was a long battle since Trinomool was born in 1998 to dislodge the Left from power.Mamata Banerjee would take oath soon as Chief minister along with the entourage of other ministers of her cabinet.In fact, she would be the first woman Chief minister of the state.Euphoria would gradually die down.Ministry will get down to work. Massive electoral mandate means massive expectation of the electorate.Mamata is certainly aware of it.So uneasy lies the head that wears a crown.Uneasiness becomes manifold greater when the crown is made of thorns.There are host of unresolved problems those are waiting for the magic touch of Didi to be solved.Such is the quantum of faith people repose in Didi.People are specifically keen to see how Didi succeed in spheres where she's alleged the earlier govt miserably failed. People also like to see in particular how Didi's govt return 400 acres of land to the unwilling farmers of Singur and withdraw joint forces at Jungalmahal and start developmental activities there.Huge task is lying ahead.So we should patiently wait for some time..In short, people in general want good governance, state's development and prevalence of peaceful and tranquil ambiance and perhaps nothing else.

Left Debacle in West Bengal

It was more or less a foregone conclusion that popular mandate in assembly election would go against the Left and 34-yr Left rule would come to an end. But it is difficult to believe that it ends so miserably.Of course,exit poll conducted by majority of electronic channels foretold such a deplorable exit of the Left from power.What's most pathetic is fall of big guns including 19 ministers, many of whom perhaps have not tasted defeat ever before in their long political career.However, the 'most unkindest cut' of all is the defeat of the chief minister, Buddhadeb Bhattacherjee who had been working hard to refurbish the image of the Left front since the Left's debacle in Lok Sabha polls.No less pathetic is the loss of face of Housing minister Goutam Dev who was projected as the face of the Left front in its desperate bid to turn around.Political experts would explain this phenomenal fall of the Left.In just five years election results have gone other way round.However, admittedly, periodical swapping of power is really good and healthy for a democratic system.
Now the Left would act as opposition in assembly.But this opposition is unfortunately denuded of vociferous and expert politicians who've sustained defeat en masse in polls.So it's very likely assembly would fail to have a very effective opposition which's otherwise very constructive but would be highly critical of the anti- people policy of the govt when needed.Secondly,Left front has been in power for long and remained united.Could it remain equally united when not in power?It remains to be seen.

Land acquisition has been a very sensitive issue now, particularly after Singur and Nandigram episodes in West Bengal. The Left front govt has paid a heavy price to learn this lesson.Ironically,the land issue that has landed the Left in sheer predicament has offered firm land under the feet of the opposition.Now land politics has overtaken Mayawati govt. Noida and its surroundings are seething in anti- land acquisition agitation.Opposition parties as usual have closed ranks and taken advantage of the situation to corner Mayawati and derive political mileage.

In fact,without land developmental activities normally come to a standstill.On the other hand to procure land from the farmers is a very difficult job.To sort out this problem the existing land bill badly calls for modification.Central govt started this job also but due to objection put forward by Mamata Banerjee the draft land bill was shelved and no initiative has yet been taken to bring the bill back from cold storage and finalize drafting on the basis of consensus.Now bone of contention regarding the draft bill is that Mamata opposes govt intervention in land procurement while govt wants 30% land be acquired by administration and 70% by the corporate or by private entrepreneur.In fact, in land acquisition govt should have the right to intervene as otherwise farmers might part with even multi-crop land lured by money and it might affect our food production.Again, exorbitantly high price asked for by land owners might discourage the buyers.That apart, if a portion of land is procured by govt it'll be easier for the entrepreneur to collect the rest.Another proposition which might sound a bit harsh and even despotic to many is there should be a legal provision in the land bill that if a land is required for public purposes, the land owners would be bound to part with his land.Of course, sufficient compensation would be awarded to the land loser so that he in no case complains that injustice has been done to him or his exiting security is made at a stake.'Willing' and 'unwilling' land givers should prove superfluous in the context of land acquisition.In reality,when a long tract of land is procured it's very unusual, if not next to impossible that cent percent of land owners will be 'willing' land givers.Without exception at least a fraction of the owners would object to giving away their land for emotional or other reasons.It's enough to frustrate the whole process of land procurement deal.So it's wise to feel the hard reality and refrain from playing to the gallery in land acquisition issue for short term political gain at the cost of country's long term loss.If central govt could have modified the land bill in right earnest, at right time and in right perspective, perhaps farmers' wild agitation at Noida could have been averted to a large extent.

Sweeping Contentions!

It’s difficult to buy the sweeping contention that nothing has been done in 34yrs of the Left rule as often made by some people. Such a statement is more emotional than rational. Development that has been made always leaves much to be done and it’s a common popular contention at all time and at all places. Take the case of health services in the state. Reports published on health by national agency state West Bengal is one of the best performing states so far as the health indicators are concerned. Admittedly, much better health services could have been accorded to people if those connected with health services were more sincere and dedicated to their job. It’s definitely question of work culture that people here fail to do justice to. What’s said about health is also said about other sectors also. Overall picture is not, however, as disappointing as it’s purportedly projected.
It’s no denying the fact that long stay in power breeds corruptions, arrogance and complacency as well. So Left front is no exception in this respect and it’s openly admitted to falling prey to these vices. However, it’s to be seen to what extent it could rectify the party men provided it returns to power. Of course, no harm if TMC comes to power as in democratic set-up it’s a healthy sign that power be swapped periodically. But what’s worrying is TMC is not a well-knit party and it solely depends on one person-Mamata Banerjee. Could she control the party alone when in power? Let us wait and watch.

Sourav Ganguly is reportedly joining Pune Warrior in place of Asis Nehera who's now taking rest for injury.It's a pity that a brilliant cricketer like Sourav who has more than 10,000 runs to his credit in ODIs and equally good performance in Test series and is adjudged one of the best captains India has ever produced was summarily denied berth in IPL this year after three successive yrs. of play as captain of KKR with no mean performance.Perchance Nehera is unfit for play in Pune Warrior and IPL is almost halfway through when Sourav is called upon to join the team and he gave his consent almost immediately as if he was eagerly waiting for such an opportunity to come in his way.What can be more disgraceful for a player of his stature?He should have out right declined the offer to do justice to his self-respect.Who knows how much disgrace and disrespect are awaiting him?Anyway, it's his personal decision and I've nothing to do but to be hurt and feel insulted and humiliated as his fan and well-wisher.

In 2011 Assembly Polls in Bengal: Abundant interest being displayed by foreign press in elections being held at a pocket of vast Indian subcontinent can not but draw the attention of any knowledgeable and sensible voter.Foreign press like BBC,Guardian, New York Times and Wall Street Journal have devoted columns after columns on Fire Brand leader Mamata Banerjee who is poised to dismantle 34yr old red citadels in West Bengal.In fact,journalists of foreign press stay put at Bengal to see the collapse of red regime like house of cards before their eyes.But why do they take so much interest in a petty state elections and favour Mamata Banerjee, leader of a defacto regional party?The answer is simple.The results of assembly elections reflect the strength of the Left in West Bengal.This state normally contributes maximum Left MPs to national politics.Primarily these Left MPs stand in the way of implementation of so called pro-US 'market economy' by the Center.They oppose many policies of the center as anti- people.So the lesser is the strength of the Left in Bengal,the lesser would be the numerical strength of Left MPs in the parliament.So obviously it would be easier for the center to translate the pro-US policies of their choice,may it be anti people, into action relatively unopposed.It also facilitates promotion of rapport between India and US.So it's natural America takes special interest in assembly elections of Bengal.However,whatever may be the speculations of foreign media, they might prove wrong by the will of the people.

Both ruling and opposition parties emphatically claim they'd win elections.It's normal as no party contesting elections ever claim in public they'd lose.It's no doubt Mamata is an efficient crowd puller and a charismatic leader.But it does not necessarily mean most of the people present in the crowd would vote for Mamata.In 2001 assembly elections Mamata drew almost similar crowds whereever she went but TMC fared badly in elections.Of course, it's true situation has considerably changed precisely since 2007.So psyche of the crowds in 2011 can't be compared with that of 2001 or of intermediate years.Singur and Nandigram episodes discernibly influenced voters as the LF was routed in Lok Sabha polls.What's most interesting is that the electorate apparently rewarded Mamata with overwhelming victory in Lok Sabha polls despite her pivotal role to compel Tatas to shift near-complete Nano factory to Gujarat.It's the task of the psychologists and sociologists to explain this bizarre behavior of the voters.Perhaps shoot-out at Nandigram and forcible acquisition of multi crop farm land hurt people more than Tata's exit from the state.Of course, psephologist might say LF was miserably defeated as TMC and Congress fought jointly.However,in the civic polls those followed Lok Sabha polls LF fared badly too. Incidentally,in civic polls there was no seat adjustment between Cong and TMC.

Two years have gone by since civic polls were held.LF claims it's regained their lost ground to a considerable extent. Assembly polls have already started.Survey in an electronic Channel forecasts only 76 seats for LF .Foreign media are very much eager about polls in Bengal.Many Western media houses have already come to stay in our state to see(or enjoy) for themselves the collapse of 34-year-old Left rule.But nobody knows what's in people's mind.So we keep looking forward to May 13, 2011.

Wild Allegations!

Housing Minister Goutam Deb's made allegations that Mukul Ray handed over Rs.15 lacs each to 226 poll cndidates of TMC on March 25,2011 at the behest of TMC supremo.To make black money white candidates were asked to issue coupons of denominations Rs.100.00, Rs.200.00 and Rs.500.0 to fake names and there after destroy the coupons.The allegation seems to be too wild to be true.But the question is how dare a responsible minister make such a serious allegation unless he is equipped with sufficient evidence to establish his claim?He knows TMC won't take it lying down particularly before election.In fact, TMC supremo has sharply reacted to such serious blame and asked Mukul Ray to file a defamation suit against Goutam Deb.Deb, however, claims he's sufficient proof to justify his claim.People are really confused.TMC chief has a clean image and Goutam Deb too is considered honest and outspoken by a section of electorate.So Election Commission should thoroughly investigate the case to unearth truth.If the allegation is proved not true Mr.Deb must face the music.

Ruling party (RP): In the election opposition is spending huge amount of black money.
Opposition (OP): Never. Hold your tongue, please.
RP: Where has money come from?
OP: It’s money of Ma Mati and Manush! It’s collected by issuing coupons of different denominations.
RP: Where are the counter foils?
OP: To lessen stationary charges we printed coupons without counter foils like cheque books of many banks.
(3)Crown:
Son: Dad, people say Didi seems to have worn crown even before coronation.
Dad: Never mind, Didi perhaps tries to feel from now how uneasy lies the head that wears a crown.

Binayak Sen!

We're all happy that apex court has granted bail to Dr.Binayak Sen who has been incarcerating in Raipur jail of Chhattisgarh serving life sentence since 24 December 2010 convicted in charge of sedition and treason.What's most interesting is while granting Dr.Sen's bail petition Supreme Court almost summarily dismissed charge of sedition and treason slapped on him by Chhattishgar High court.According to apex court possession of Naxalite literature does not necessarily mean that a man is a Naxalite.He can at best be called sympathizer of Naxals.Court has given an analogy also.If Gandhian literature is found with a man, he can't be called Gandhian either.It's really very shocking in the existing legal provisions how easily life imprisonment can be awarded to a man.In the present case if Binayak Sen would not have sought intervention of SC, he would have to suffer life term practically without fault or for a minor fault that he is a sympathizer of Naxals.

Binayak Sen MD,a pediatrician could have earned a lot of money by private practice like many other doctors.But he dedicated his life for tribal people in remote villages who are deprived of medical attention.Dr.Sen has earned the distinction of publishing paper in the most prestigious British medical journal Lancet where he talked about severe inaccessibility of medical service to the poor in India.

It's mentionable that a host of Nobel Laureates including Amartya Sen advocated for Dr.Sen's release from jail.Now we need many more Binayak Sens for the rural poor.

Dear Sir,
Gana shakti is CPI(M)'s party organ and Ananda Bazar Patrika seems to be TMC's,though not offically.Certainly,your patrika has much higher circulation than Ganasakti and so TMC can reach larger segment of the poulation through you than CPI(M).I have been acquainted with your anti-Left stance and pro-US tilt from my boyhood days.Now I'm a senior Citizen.I can't but help respecting your unrelenting crusade against the Left.But what's unfortunate for you that despite your doggedness to eradicate the Left from Bengal,it has stayed put here for as many as long 34 years without let-up.It's really a mystery.You've tried to explain this mystery by invoking the concept of scientific rigging along with many other theories.But it failed to satisfy the electorate and they returned LF again and again.However,now many people say 'change of power' is a must in the coming polls.You're equally confident too and echo this view with louder voice through your print and electronic media.You say more than what proponent of 'Change' says.If the leaders say ' wind of change' has hit the state,you say its 'tsunami of change'.In fact 'tsunami of change' struck the state 2 yrs ago in Lok sabha polls that routed LF and then came civic polls which too swept LF like tsunami.But now political situation has changed a lot, the wind of change has almost ceased to blow.You need not worry.It's our surmise only.No body knows what is in people's mind.Wait till May 13.Till then carry on propaganda for TMC in full swing.Wish you best of luck and let your dream come true.
